JUSTIFICATION FOR
AN EXCEPTION TO FAIR OPPORTUNITY
BRAND NAME
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The subject requisition is for the purchase of material listed below which is to support the Compatibility Test Facility’s (CTF) Medium Voltage Switchgear (SWGR).

The estimated value of this procurement is Delivery of all material shall be to NSWCPD NSLC Detachment, 1601 Langley Ave BLDG 542, Philadelphia, PA 19112.
2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
The subject requisition is a new sparing requirement for the CTF’s 15KV SWGR after subject matter experts determined a spare was required to have on hand to reduce risk should the existing Vacuum Circuit Breaker(s) fail. To ensure the newly procured components are compatible with the existing system, Square D (Schneider Electric), 15KV, Vacuum Circuit Breaker is only acceptable breaker. The existing 15KV SWGR is a Square D (Schneider Electric) product that only accepts Square D (Schneider Electric) vacuum circuit breakers to ensure operability and electrical protection to critical equipment. Vacuum Circuit Breakers made by other vendors will not physically fit in the installed SWGR.
3. MARKET SURVEY
Quotes were obtained from 2 reputable vendors that were able to provide the circuit breaker requested.
