VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244 23 AP 1607
1. Contracting Activity: Department of Veterans Affairs, VISN 04, James E Van Zandt Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA. PR: 460 23 2 3384 0102
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VAMC Wilmington (460) ambulance service is currently using outdated and underequipped LifePak 15 cardiac monitors. The VAMC Wilmington (460) is seeking to obtain two (2) Physio Control LifePak 15 cardiac monitor/defibrillators with the capability of performing 12 Lead EKGs, Arterial Line monitoring and End Tidal Capnography. This is a brand name only request.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VAMC Wilmington (460) currently requires the purchase of new monitor/defibrillators for use in emergency situations. The facility currently used outdated equipment for emergencies and also throughout the facility in clinical areas. The current brand utilized is the Stryker LikePak 15. Because of this, the VAMC Wilmington (460) has disposable supplies that are compatible with the LifePak products but would not be compatible with other brands, such as Zoll or Phillips. To obtain the necessary supplies to ensure that a cardiac monitor/defibrillator of another brand was able to be used appropriately, it would require purchasing of a large number of supplies to be used with just that device, leading to unnecessary waste of funds and duplication of supplies.
4. Description of market research conducted and results or statement why it was not conducted:
Market researched was performed on 3 different cardiac monitor options from LifePak, Zoll and Phillips. Among the data reviewed was the durability of the device, capabilities of the device, ease of use, cost, and compatibility. Given that the VAMC Wilmington (460) already utilizes LifePak 20 cardiac monitors within the facility, the cost of consumables was considered as well. The LifePak 15 is compatible with all the consumables that are already stocked and available in the hospital, as mentioned previously. Additionally, the Zoll product was not as durable based on usage tests and personal experiences with both devices of the members of the ambulance staff. The Zoll device is also not as user friendly and is configured in a manner that leads to cables being damaged more frequently. Also, the Zoll only has one battery, with a life of six hours. This would lead to the need to purchase more batteries. The LifePak has 2 batteries with a life span of 10 hours each. The device can operate on one battery so if one dies, it can be replaced with no effect on the patient.
The LifePak device allows the patient care trends to be stored for a period of 90 days and they can also be downloaded from the device to be attached to the patients’ medical records. While Zoll

Last Updated: 02/01/22 Page 2 of 2 offers the same feature, the device only stores the prior 50 encounters, which is less than 1 month of data based on the call volume of the ambulance service. The LifePak device is capable of all the needed features for patient monitoring and care in a user friendly way. The superiority of this device lead to the Zoll device being excluded. Finally, the Phillips monitor was found to not be inferior in every way evaluated, it was discovered that the company will be ceasing production of Pre Hospital cardiac monitors and therefore will not offer continued support or upgrades for service and end of life replacements, so this device was excluded for those reasons.
