About this file
This document is a Brand Name/Sole Source Justification under $350K for a HACH Company water chemistry meter (HQ4300) required by the Navy's Electronic Cooling Water Systems (ECWS) team. The meter is specifically needed for a water intrusion investigation across the Aegis fleet, with requirements to measure pH, conductivity, and dissolved oxygen simultaneously in a portable, handheld device. The justification emphasizes the critical need for using the exact same HACH meter model to maintain data consistency and accuracy in an ongoing engineering investigation, with market research having already compared alternative meters from Environmental Express and YSI that do not fully meet the technical requirements.
The procurement is being conducted under 10 U.S.C. 3204(a)(1) with a statutory authority for a sole source acquisition, justified by the need to maintain standardized testing equipment for the water chemistry analysis. The Naval Surface Warfare Center (NSWC) PHD Contracts Office will continue to conduct market research to potentially expand vendor options in future procurements. The document includes technical certification from a Mechanical Engineer, legal counsel review, and approval from the Contracting Officer, with digital signatures indicating an anticipated procurement date in December 2025.

Brand Name/Sole Source Justification under $350K
PMD Number: 26-SIMACQ-E40-0001 Electronic Cooling Water Skid Water Chemistry Kit
Department: E Department
Company Name/Brand: HACH Company brand
Description of Product, Supplies or Services required to meet the agency’s needs:
The pH, conductivity, and dissolved oxygen (DO) HQ4300 meter and its respective calibration materials and testing equipment are required for water chemistry analysis in support of the ongoing PEO IWS 1 Water Intrusion Investigation. A portable, three-way, multiparameter meter is required due to ease of access for testing water samples onboard US Navy ships, requirement for testing three parameters at one time, and the ability to test pH, conductivity, and DO. The Electronic Cooling Water Systems (ECWS) team requires the material to collect and test water samples throughout the Aegis fleet as a part of an engineering investigation. pH, conductivity, and DO are all measurements that are required for this investigation. To properly collect these measurements, test equipment and calibration materials are required for accuracy.
Identification of Justification Rational:
☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR 6.303-2(b)(4).
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
As previously stated, ECWS team requires the meter and its respective material to collect and test water samples throughout the Aegis fleet as a part of an engineering investigation. The HACH 4300 meter is currently being used in the on-going Traveling Wave Tube (TWT) Water Intrusion engineering investigation. Water sample collections make up data points in the overall investigation. Additional meters are required to conduct additional water sample testing. Because this engineering investigation is in progress and includes a water chemistry investigation/study, utilizing the same equipment type is required for consistency and to maintain accuracy of the study, per laboratory Standard Operating Procedures (SOPs). The same meter is required to be used to maintain quality control. Using another brand of meter will compromise the “control” standardization by introducing an additional variable to the test collection. Adding additional variables to the investigation can result in data inaccuracies. An inaccuracy in the data may result in an incorrect resolution to the overall water intrusion investigation, which can adversely affect the Aegis fleet.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
The HACH 4300 meter is a 3-way multiparameter meter that is capable of measuring pH, conductivity, and dissolved oxygen (DO) in one handheld, portable meter. The handheld portable meter is required to collect and analyze samples onboard auxiliary engineering spaces within Aegis Destroyers (DDGs). Analyzing these three parameters at one time is required due to the limited ability to collect numerous samples of demineralized water from Electronic Cooling Water Systems (ECWS). Because these samples will be tested on operation equipment, collecting only one sample and testing all three parameters is essential. Additionally, as mentioned previously, the TWT water intrusion engineering investigation is in progress by the Program Executive Office Integrated Warfare Systems (PEO IWS1). This engineering investigation has conducted water chemistry analysis across multiple Aegis DDGs using the HACH meters, and additional meters are needed to conduct more water chemistry analyses. The investigation’s goal is to measure demineralized water systems throughout the fleet to determine the average water quality. To maintain consistency and accuracy utilizing general chemistry practices, the HACH meters must continue to be used. Accuracy in this engineering investigation is crucial to support Aegis DDGs water intrusion casualties. Other meters have different resolutions, resistivity accuracies, and temperature sensitivities that may affect data points. The data collection requires minimal variables to ensure the results of the investigation are accurate.
Utilizing an alternative meter will introduce deviations to the test points in this investigation that may hinder solutions to this ongoing fleet-wide issue. The risk with procuring a meter that is not the HACH brand HQ4300 is that data collection consistency and accuracy will be compromised.
HACH meters are currently being used in support of the TWT Water Intrusion investigation, so consistency for data collection accuracy is essential.
Market Research Conducted:
Market research of other chemical multiparameter meters included comparisons between two alternatives. The Environmental Express Oakton PD380 meter is another three-channel multiparameter meter that may be comparable to the HACH HQ4300 yet does not meet the need to maintain accuracy of using the existing test equipment in the ongoing engineering investigation. The PD380 has varying temperature sensitivities than the HACH HQ4300, which will result in a different data point than if measured using the HQ4300. To ensure all data points are collected fairly and similarly throughout the investigation, using the same HQ4300 meter is necessary. The second alternative is the YSI MultiLab 4010-3W meter. This meter meets the three-channel requirement, but is not portable, which is required for testing onboard Aegis DDGs.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
