About this file
This justification document outlines a single source award for upgrading the fire alarm system at a Veterans Affairs medical center. The VA Pittsburgh Healthcare System requires a full upgrade of the proprietary Fireworks fire alarm system currently installed, including two new Windows 10 workstations, LCD monitors, installation, and database transfer. As the Fireworks system is a unique technology of Edwards Fire & Life Safety, and switching to a new system would cost over $3 million in infrastructure updates, only the current manufacturer is approved to provide the necessary upgrades and maintenance to ensure continued monitoring of fire alarms across all 14 buildings on the Heinz campus. Intelligent Electronic Systems, LLC will provide the upgrades as an authorized service provider for the Edwards EST3 system.

Acquisition Plan Action ID: 36C244-23-AP-3671
1. Contracting Activity: Department of Veterans Affairs, NCO4, VA Butler Healthcare System, Butler, PA 16601. 2237 # 646-23-3-5061-0157
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Pittsburgh Healthcare System, Heinz Campus has a brand name only requirement for a full upgrade of their Fireworks Fire Alarm System Equipment. This brand name purchase will include two (2) Fireworks Workstations and LCD Monitors with installation. In addition, database transfer and programming required on new workstations for complete fire alarm function.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Fireworks fire alarm system currently programmed at the VAPHS are old, outsated and approaching end of life. The currently workstations have been identified by VA 01& T as being a security vulnerability due to operating on Windows 7. The workstations provide the ability for a central monitoring point for all the fire alarms at the Heinz Campus throughout all 14 buldings. If not upgraded to Windows 10, the system will be removed from the VA Network therefore resulting in the lost ability to effectiently monitor the fire alarms and impacting fire response and inhibit routine maintenance.
The Fireworks System is a proprietary technology of Edwards Fire & Life Safety. Fireworks is an incident management command and control platform that comprises hardware, software, and networking components that provides real time fire alarm monitoring.
Although there are other products on the market that can perform similar functions, it would require VHAPHS Heinz Campus to switch fire alarm systems. Switching systems would cost the VAPHS over $3,000,000 for all required infrastructure and sensors.
4. Description of market research conducted and results or statement why it was not conducted: VA Pittsburgh has dealt exclusively with Intelligent Electronic Systems, LLC for installation and maintenance at the VHAPHS Heinz Campus for the EST3 Fireworks fire alarm system. This system is manufactured by Edwards Fire & Life Safety and Intelligent Electronic
Systems, LLC is a current authorized service provider for Edwards EST3 in the
