About this file

This document is a justification for a single source award in accordance with FAR 13.106-1 for an unrestricted acquisition under the simplified acquisition threshold. The Department of Veterans Affairs, Corporal Michael J Crescenz Philadelphia VA Medical Center is requesting to procure four voice assisted Resuscitation Quality Improvement simulation stations from the brand specified. Each station would include adult and infant resuscitation manikins, a rolling cart to house the manikins, a laptop arm, and manikin accessories. The stations would be used for basic life support training and competencies throughout the hospital and community-based outpatient clinics. Procuring a different brand would require retraining staff and retooling instructional materials due to incompatibilities, reducing the efficiency of the training and certification process.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($2S0K)

Acquisition Plan Action ID: 36C244-24-AP-0196

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Corporal Michael J Crescenz

Philadelphia VA Medical Center, 3900 Woodland Ave, Patient care services; education Department, Philadelphia, PA 19104. 2237 # 642-24-1-316-0002

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Corporal Michael J Crescenz Philadelphia VA Medical Center {VHAPHI) is requesting a brand name procurement for the purchase of four (4) voice assisted Resuscitation Quality

Improvement (RQI) simulation stations. Each station includes an adult resuscitation manikin, an infant resuscitation manikin, a rolling cart with wheels to house the manikins, a laptop arm (laptop not included), manikin accessories such as a bag valve mask, extra skins, and clothing. The station requires electricity to power the laptop (not included), a USB hub that energizes the adult and child manikins, and built-in speakers.

This purchase will assist with the Basic Life Saving(BLS) Education competencies set forth by the VA.

The simulation stations are mobile carts that will be placed on nursing care floors throughout the hospital and CBOCS to be accessed by staff to complete mandatory quarterly trainings. Easy access to simulation stations decreases time away from units and increases employee compliance. This request is in support of the training mission {MCP 11-21) at Corporal Michael J. Crescenz as directed by 1177 in accordance with the American Heart Association.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

VHAPHI currently utilizes RQI carts for BLS training and competencies for healthcare providers at VHAPHI main facility and Community Based Outreach Clinics (CBOC). Utilizing a different brand other than the one specified would result in the expenditure of additional funds, time, and training for the VHAPHI staff. All BLS equipment, manikins, and simulation equipment are designed to use in collaboration with RQI carts and stations. Procuring a different brand of equipment would result in the need to retrain the Education staff and retool their learning materials, instruction manuals, Standard Operation Procedures (SOP) so they have the ability to retrain the clinical staff that require the BLS competency.

Incompatibilities of utilizing alternate brands would also result in not having modular capability which would reduce the number of locations and access for participants which would further degrade the efficiency of the training and or certification process
