About this file
This document is a single source justification for a federal contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking to procure one Laerdal SimMan 3G Plus manikin from the manufacturer Laerdal or their authorized reseller Beacon Point. The estimated value of this acquisition is above the micro-purchase threshold but below the simplified acquisition threshold. The incumbent Lebanon VA Medical Center has used Laerdal SimMan equipment for over ten years and requires replacement of their aging unit with the latest 3G Plus model to gain increased realism and functionality for medical simulation training. Using an alternate brand would require extensive time, funding and effort to replace existing infrastructure, supplies, training materials and programs. The contracting officer certified the single source justification as accurate based on the need for compatibility and ease of transition given the facility's existing investment and processes.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-23-AP-4934
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon VA Medical Center, 1700
South Lincoln Avenue, Lebanon, PA 17042. 2237# 595-24-1-4480-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Lebanon
Veteran Affairs Medical Center (VAMC) has a brand name requirement for one (1) Laerdal SimMan 3G Plus manikin. The Lebanon VAMC purchased a Laerdal SimMan manikin in 2012 and is due for lifecycle replacement.
The estimated value of this acquisition is:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The SimMan 3G PLUS Model Manikin is a high-fidelity simulation training aid used for team and individual training and provides advanced critical thinking skills to the medical personnel of the facility. The VAPHS has historically utilized the SimMan 3G for its ease of use, functionality, cost effectiveness and ability to easily train new staff. The current SimMan 3G Manikin the facility utilizes is over ten years old and has surpassed its useful life and technological capabilities. In the past 10 years, Laerdal has made significant technological upgrades to their 3G Manikins with the introduction of the 3G Plus Manikin with increased realism, which enables increased learning and responsiveness during simulation training. One of the advances with the 3G Plus is the ability of the manikin’s face to be manipulated to allow staff to complete an emergent intubation, providing a safe learning environment for the management and treatment of airway loss. Increased realism has proven to be an important factor in creating conducting realistic simulations that are used for training staff in team communications, system communications, system analysis and response to various medical emergencies.
Utilizing a different brand other than Laerdal’s SimMan 3G would result in the expenditure of additional funds, time and training for the Lebanon VA Medical Center staff. It would also require the replacement of an existing infrastructure and supplies with an estimated value of over $250,000.
Moving away from SimMan equipment would also result in the need to completely retrain the Education staff and to retool their learning materials, instructions manuals, and Standard Operation Procedures (SOPs) so they have the ability to retrain all the other clinicians and staff to maintain required competencies.

4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by the end user which resulted in quotes from the manufacturer, Laerdal, and one of the authorized resellers, Beacon Point. Both Laerdal and Beacon Point quoted for the required items plus installation and training. The Contract Specialist conducted additional market research which is further captured in the Market Research Report. This market research did not verify any additional SB vendors who could provide installation and training.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
