About this file
This document is a Brand Name Justification for a Simplified Acquisition for Airfield Lighting ADB Safegate Regulators at Mountain Home Air Force Base. The 366 Civil Engineer Squadron requires specific ADB SAFEGATE 70KW and 4 KW constant current regulators for their airfield lighting system, with no installation needed and manufacturers warranty required. The justification is based on Federal Aviation Administration (FAA) regulations mandating that only original equipment manufacturer (OEM) components can be used in certified airport lighting equipment, and ADB SAFEGATE is the OEM for the existing airfield lighting system at this location.
The solicitation is a brand name procurement driven by FAA directives that prohibit replacing OEM parts with non-OEM components in Airport Improvement Program (AIP) projects or those funded by passenger facility charges. The contract specialist reached out to ADB SAFEGATE directly, confirming they now do direct sales, and is soliciting to ensure no other distributors can fulfill the requirement. The estimated contract cost is $0.00, and the contracting activity is 366 CONS/PKA, with a planned award date of 2 July 2025. The Contracting Officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for these specific airfield regulators.

Section A: General Contract Information
Yes NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan?
Contracting Activity: 366 CONS/PKA
Project/Program Name: Airfield Lighting ADB Safegate Regulators
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
The 366 Civil Engineer Squadron has a requirement for Airfield Equipment. This is a BRAND NAME solicitation for ADB SAFEGATE Regulators and control systems. The airfield vault is in need of ADB SAFEGATE 70KW and 4 KW constant current regulator. Instillation is not needed. Manufacturers warranty must be included.
Section C: Justification for Soliciting from a Single Source or Brand Name
ADB SAFEGATE has proprietary ownership over the airfield lighting systems for the Federal Government. On June 27, 2018, the U.S. Department of Transportation Federal Aviation Administration (FAA) issued a letter to industry that addressed the use of non-original equipment manufacturer (OEM) components in certified airport lighting equipment. With regard to airport lighting equipment, where the equipment is part of an Airport Improvement Program (AIP) project or if the project is funded with passenger facility charge (PFC) revenue, then the following Advisory Circulars become mandatory:
AC 150/5345-53D, Airport Lighting Equipment Certification Program;
AC 150/5345-43J, Specification for Obstruction Lighting Systems (hereinafter the “Specification AC”); and AC 70/7460-1L, Obstruction Marking and Lighting (hereinafter the “Marking/Lighting AC”).
For these projects, FAA requires that only certified lighting units be used. Moreover, FAA requires that such systems be maintained in the same configuration as that existing at certification. This means that the replacement of OEM parts with non-OEM parts is forbidden. ADB SAFEGATE is the OEM for airfield lighting at MHAFB and current system in place. Therefore, this brand name solicitation is justified and necessary.
Section D: Efforts to Obtain Competition
ADB SAFEGATE has proprietary rights over the Airfield Lighting System used at Mountain Home AFB. The Contract Specialist assigned to this requirement reached out to ADB SAFEGATE and was informed they do direct sales and no longer go through a third party. We chose to solicit as opposed to a sole source purchase to ensure there were no SAFEGATE distributors out there capable of fulfilling the requirement. More than likely ADB SAFEGATE will be the only response, but this solidifies our justification and ensures we gave the maximum effort in maintaining compeition.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Brand Name Award for this requirement is not optional, it is mandated by the U.S. Department of Transportation Federal Aviation Administration (FAA). This brand name solicitation is not by request of Contracting officer or Mission Partner, it is a firm directive for the specific airfield regulators needed and system already in place.
