COLORADO RIVER STORAGE PROJECT, COLORADO
FOREWORD
Work is located at Blue Mesa Powerplant approximately 40 miles east of Montrose, Colorado in Gunnison County. Primary work includes replacing two runs of 480-Vac station service bus from Transformers KRB and KRC, to Station Service D1A, with two runs of 1,600 ampere, continuously rated, copper, nonsegregated-phase bus. Two existing 2-inch rigid steel conduits and CT circuits, from the two transformers to D1A, may also need to be removed and relocated.
The bus to be replaced was fabricated and installed in 2018. During that contract, surveys were completed to determine lead-based paint, asbestos content, etc. on existing equipment. The existing bus is free of lead or asbestos, or any other known hazardous material.
Reclamation will schedule a single day for prospective bidders to perform a walk-thru inspection of the powerplant, to assist the bidders in accessing the scope of work. The date for the walk-thru inspection will be provided to all prospective bidders, when these specifications become public.

SUMMARY OF WORK
PART 1 GENERAL
1.01 LOCATION
A. Work is located at Blue Mesa Powerplant approximately 40 miles east of Montrose, Colorado, in Gunnison County.
1.02 PRINCIPAL COMPONENTS OF WORK
A. Removing existing 600-Vac bus from Transformer KRB to Station Service D1A.
B. Removing existing 600-Vac bus from Transformer KRC to Station Service D1A.
C. Remove two 2-inch rigid steel conduits from transformers KRB And KRC to D1A, if required, to install new nonsegregated-phase bus. The two conduits presently route through an existing blockout in the powerhouse concrete west wall. That entire blockout area thru the wall may be needed to accommodate the new nonsegregated-phase bus, based on the Contractor’s nonsegregated-phase bus design. If so, the Contractor shall remove and relocate these two conduits. These conduits are for CT circuits to protective relaying in D1A. If relocated, the CT circuit conduit and cabling shall be replaced between the transformers KRB and Station Service D1A, and Transformer KRC and Station Service D1A.
D. Furnish, install, test, and commission 600-Vac, 1,600 ampere, continuous rated, copper nonsegregated-phase bus between Transformer KRB and Station Service Main Breaker 52-A, in D1A. See Drawing Sheet OL1.
E. Furnish install, test, and commission 600-Vac, 1,600 ampere, continuous rated, copper nonsegregated-phase bus between Transformer KRC and Station Service Main Breaker 52-B, in D1A. See Drawing Sheet OL2.
1.03 SPECIFICATIONS REQUIREMENTS
A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.
B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.
C. Where specifications are written in streamlined form, words “shall be” are included by inference where a colon (:) is used within sentence or phrase.

USE OF SITE
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in Price Schedule A for other items of work.
1.02 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 01 14 10-2, Completed Security Forms:
1. For each Contractor and subcontractor employee prior to being onsite.
1.03 PROJECT CONDITIONS
A. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of COR.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
D. Obtain security forms from COR.
3.01 RESTORATION

WORK RESTRICTIONS
A. Cost:
1. Include in prices offered in Price Schedule A for other items of work.
1.02 WORK RESTRICTIONS
A. Bureau of Reclamation operates and maintains Blue Mesa Powerplant and Dam.
B. The Contractor shall maintain Reclamation’s vehicle access to the Blue Mesa Powerplant.
C. Perform work impacting power generation during the available interruption of service windows at each powerplant. Refer to Section 01 14 30 – Interruption of Service.
D. Allowable Work Hours:
1. Monday through Friday: 7:00 am to 4:30 pm.
2. Work outside of allowable work hours, including Fridays, weekend work and night work, may be allowed but needs to be requested 48 hours in advance prior to starting work.
E. No work is allowed during Federal Holidays, unless agreed to by the COR 48 hours in advance.
F. Contractor will not be allowed unescorted access through the gates to the power plant.
Government will provide Contractor escorted access through the gates and into work site areas during allowable work hours.
G. Access gates to the powerplant will remain locked during and outside of allowable working hours.
H. Work on Blue Mesa Powerplant Switchgear D1A and Transformers KRB and KRC shall not begin until temporary power has been installed, commissioned, and powering required loads. Reclamation will provide and maintain all temporary power to the powerplant, and for the contractor’s use, during this construction period.

INTERRUPTION OF SERVICE
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include cost in prices offered in Price Schedule A for other items of work.
1.02 SUBMITTALS
A. Submit in accordance with Section 01 33 00 – Submittals.
B. RSN 01 14 30-1, Interruption of Service Request:
1. Area where work will be done (by number or other description).
2. Outline procedures for accomplishing work including:
a. Specific safety precautions to be taken.
b. Type and location of barricades.
c. Warning signs.
d. Protective grounds and devices to be used.
3. Commencement time of work.
4. Duration of work.
5. Number of personnel and their classification.
6. Description of equipment to be used.
7. Information indicating that required materials are on site or data indicating shipping dates of materials not on site.
1.03 PROJECT CONDITIONS
A. Coordinate and schedule interruption of services with COR:
1. Coordinate work with Government operations. Schedule at least 45 days in advance of the requested interruption of service.
2. No specific interruption of service request will be considered unless:
a. The COR has verified that all the materials and equipment required to complete the work, are onsite.
b. The Contractor is prepared to perform work on date and during the period requested for specific interruption of service.
3. Allowable time and available interruption of service periods will govern

01 14 30 - 4 interruption of service requests, work scheduling, onsite delivery of materials, and required drawings and data submittals.
4. Interruption of service windows available to Contractor: Government will stop generation of power at Blue Mesa Power plant for up to 14 consecutive days for Reclamation to accommodate Contractor-requested and approved interruption of service, only during the following intervals.
a. Blue Mesa: Monday, September 2025, through April 3, 2026.
B. If work cannot be performed during the approved interruption of service period, the Contractor shall notify COR that interruption of service is not required. This notification shall be at least 30 days in advance.

PROJECT MANAGEMENT AND COORDINATION
A. Cost:

1.02 REFERENCE STANDARDS

1.03 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 – Submittals.
B. RSN 01 31 19-1, Pre-Design Meeting Confirmation:
1. Provide confirmation to COR regarding requested date and time of meeting and indicate who will be attending and affiliations.
a. Provide copies of preliminary layout drawings.
1) Include preliminary drawings and design data for the bus, including accessories, if available.
2) The submittal response for this RSN will be within 5 working days after receipt by the Government.
3) Do not resubmit this information under this submittal. After pre-design meeting submit information under the applicable Section.
C. RSN 01 31 19-2, Design Coordination Conference Confirmation:
1. Provide confirmation to COR regarding requested date and time of meeting and indicate who will be attending and affiliations.
D. RSN 01 31 19-3, Daily Work Report.
1.04 PROJECT COORDINATION
A. The following meetings are considered significant, but do not relieve the Contractor from the responsibility of attending other meetings required by the specifications. The

Preconstruction Conference described in clause 52.236-26 is a separate meeting requirement, which may be required, in addition to the meetings in this section.
1. Pre-Design Meeting:
a. Date: No later than thirty (30) days after receipt of Notice to Proceed and prior to performing any work on the required RSNs for the equipment listed below:
1) Removing the existing bus between transformers and station service.
2) Relocating the two 2-inch conduits.
3) Furnishing and Installing the Nonsegregated-Phase Bus between Transformer KRB and Station Service D1A, and between Transformer KRC and D1A.
b. Location: Bureau of Reclamation, at the Blue Mesa Powerplant, unless otherwise directed by the CO.
c. Meeting length: Anticipated to not exceed 1 day.
d. Purpose: Review with Government personnel electrical drawings, data, and technical requirements of all work required under this contract.
e. Attendees: Responsible Contractor’s representatives who have been fully informed of specifications with respect to technical requirements, equipment to be furnished, and coordination necessary to complete electrical design. Include:
1) Project manager and technical assistance, as needed, from the Contractor shall attend.
2) Representative from bus manufacturer may attend.
3) Representative from an electrical subcontractor, if any, may attend.
f. With at least 1 day notice, COR can make full-sized paper copies of the Information Drawings included in these specifications for the Contractor’s use at the pre-design meeting.
g. Provide following preliminary information at meeting:
1) Scope of work.
2) Proposed schedule.
3) Schedule of future Design and Progress Review Meetings. The Contractor shall furnish a schedule of design and progress meetings.
4) Shipping, delivery, storage, installation, and on-site assembly procedures. Include and provide:
a) Name and qualifications of manufacturer’s engineer, if applicable, to be onsite.
b) Considerations to address prevention of shipping damage.

5) Installation procedures in accordance with applicable specifications sections and drawings.
h. During this meeting, a temporary plant power outage will be coordinated and performed by Reclamation personnel, and low voltage access covers on KRB, KRC, and D1A, will be opened for inspection and field measurements.
i. During this power outage, the Contractor shall also verify all pertinent dimensions relating to the installation of the new nonsegregated-phase bus.
Reclamation has a man-lift on site, which the Contractor may use, inside and outside the plant, to assist in making these measurements.
j. The Contractor’s representative during this meeting will have to sign a “Special Work Permit” prior to this inspection, and lock on to a hazardous energy clearance, placed by Reclamation, prior to being given access to the existing electrical equipment.
2. Design coordination conference.
a. Date: Approximately 60 days after receipt of Notice to Proceed, and after Pre- Design Meeting.
b. Location: Blue Mesa Powerplant (or it may be accomplished via a teleconference by mutual agreement of the Contractor and COR).
c. Purpose:
1) Review preliminary design documentation required under the nonsegregated-phase bus submittals:
a) RSN 26 16 43-1, Approval Drawings and Data in Manufacturer’s Format.
2) Discuss any requirements and coordination necessary to complete bus design.
3) Review plant and system operations.
4) Review existing equipment and conduit modifications.
d. Attendees:
1) Responsible engineering representatives knowledgeable of technical requirements, equipment to be furnished, and coordination necessary to complete electrical design.
2) Representatives shall include:
a) Contractor’ representative.
e. Within 5 calendar days after conclusion of conference, Government will furnish Contractor a letter regarding items discussed at conference with enclosed copies of all pertinent drawings and data marked with Government’s comments.

1.05 DAILY WORK REPORT
A. Prepare written daily summary of work report for work accomplished while the Contractor is on-site. This report shall include, as a minimum, the following:
1. Report of work performed during the day. Include photographs, as needed.
2. Upcoming planned work and associated work schedules.
3. Planned Contractor use of site and access.
4. Names of Contractor’s personnel onsite.
5. General weather conditions, when working outdoors.

1.04 SUBMITTAL REQUIREMENTS
A. In case of conflict between requirements of this section and requirements included elsewhere in these specifications, requirements included elsewhere take precedence.
B. General:
1. Prepare in English.
2. Label with contract number and title, and RSN.
3. Measurement Units: US Customary Units.
4. Provide a unique transmittal number for each submittal.
C. Drawings:
1. Minimum Identification in Title Block:
a. Contract number and title.
b. Contractor’s or supplier’s company name.
c. Drawing title and number.
d. Date.
2. Reserve 3- by 3-inch space next to title block for review stamps.
3. Size: D size (22 inches by 34 inches) as defined by ASME Y14.1.
4. Draw to scale using computer drafting:
a. In accordance with NIBS NCS.
b. Electronic drawing file format (DWG): Compatible with AutoCAD, Version 2024 or later.
5. Drawings Designated as “Government Format” in Specifications:

1.05 SUBMITTALS PROCEDURES
A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.
B. Submit complete sets of required materials for each RSN as specified in “Submittals Required” column in Table 01 33 00A - List of Submittals. A complete set includes listed items for RSNs with multiple parts.
C. Submit sets specified in “Sets to be sent:” columns in Table 01 33 00A - List of Submittals.
1. Electronic submittals:
a. In Portable Document Format (.pdf) for written documents. All drawing submittals shall be in DWG format.
b. Include RSN transmittal letter.
c. Do not include Personally Identifiable Information (PII) in electronic submittals.

d. Submittal method (sized based):
1) Government can receive e-mails up to 10 MB. Receipt of e-mails exceeding 10 MB (extra-large) may be possible. Extra-large electronic submittals may occur only after the process and size limit for transmittal of extra-large electronic submittals have been verified by COR.
D. Include the following information in transmittal letters:
1. Contract number and title.
2. RSN for each attached submittal.
3. Responsible code.
4. Number of sets for each RSN.
5. Identify submittal as initial or resubmittal.
E. Resubmittal of submittals not approved:
1. Mark changes such that they are readily identifiable and show revision date.
2. Describe reasons for significant changes in transmittal letter.
3. Resubmit returned submittals within 14 days after receiving the comments, unless otherwise directed.
4. Requirements for initial submittals apply to resubmittals.
1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 7 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.
B. Time in Excess of Specified:
1. CO may extend contract completion date to allow additional time for completing work affected by excess review time.
a. Time extension will be to extent that excess review time caused delay to contract completion date.
b. Time extension will not exceed time used in excess of specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of 2 or more separate submittals or resubmittals will be counted only once in extending contract completion date.

2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to the extent that:
a. Approval was required under the contract, and.
b. Requests for approval were properly and timely submitted and were approved.
4. Adjustment will be subject to terms of paragraphs (b) and (c) of clause at FAR 52.242-14, Suspension of Work; however, no such delay shall be deemed to be a “suspension order” as term is used in that clause.
C. Return of Submittals:
1. Reclamation response to the Contractor submittals will be by email.
2. Action Submittals: 1 set of submittals required for action will be returned either approved, approved with comments, or not approved.

1.05 SAFETY AND HEALTH

1. Safeguard the public and Government's personnel, and Contractor employees exposed to Contractor operations and activities.
2. Avoid interruptions of site operations and delays in project completion dates.
3. Control costs in contract performance.
B. Do not begin on site work, including mobilization, until the COR accepts the Safety Program.
C. Participate in Contractor Safety Program Review meeting prior to mobilization.
D. Minimum work crew shall consist of no less than two (2) people, unless approved by
COR.
E. Develop Job Hazard Analyses for each distinct phase of work under the contract.
1. Do not begin a phase of work until a JHA is acceptable to COR and shared with construction employees.
2. Activities involving hazardous materials shall have the appropriate Safety Data Sheet(s) attached to the JHA.
F. Comply with RSHS, 29 CFR 1926, and FAR 52.236-13 Accident Prevention.
1. One copy of RSHS and FHECP in digital format will be provided at no charge for use in connection with the specifications.

2. Construction Safety and Health Standards promulgated by the Secretary of Labor may be obtained from any regional or area office of the Occupational Safety and Health Administration of the U.S. Department of Labor.
G. Correct safety and health violations identified by the CO or the COR.
H. When the Contractor fails or refuses to correct a compliance directive, the CO may issue an order to stop all or part of the work.
1. When satisfactory corrective action is taken, an order to resume work will be issued.
2. The Contractor shall not be entitled to extension of time or to claim for damage or to additional compensation by reason of either the directive or stop order.
3. Failure of the CO to order discontinuance of the Contractor’s operations shall not relieve the Contractor of the responsibility for the safety of personnel and property.
I. Maintain accurate record of and report to the CO the following occurrences during performance of this contract:
1. Death.
2. Occupational disease.
3. Traumatic injury to employees or the public.
4. Property damage in excess of $2,500.
J. The rights and remedies of the Government provided in this section are in addition to any other rights and remedies provided by law or under this contract.
1. In the event there is a conflict between requirements contained in RSHS, specification paragraphs, Contractor’s approved Safety Program, referenced safety and health codes, and standards, or the U.S. Department of Labor Construction Safety and Health Standards, promulgated under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.), as amended, the more stringent requirement shall prevail.
K. Provide appropriate safety barricades, signs, and warnings. Erect or label all limited approach and arc flash hazard boundaries for exposed energized equipment. Coordinate these activities with Reclamation electricians.
L. The Contractor shall be responsible for providing medical and emergency assistance in a timely manner consistent with recognized emergency protocols.
M. In instances where local emergency responders are not readily available, the responsibility to provide emergency services shall default back to the Contractor.

N. Perform all training as required by federal, state, and local regulations prior to any activity that requires it.

1.05 APPLICATION
A. Designate an employee as the Contractor’s Onsite Safety Representative prior to start of construction and employ Safety Professional for part-time duty during removal and construction activities.
1. Safety Professional requirements may be met by retaining appropriate level of services of an acceptable safety consultant.
B. Contractor’s Onsite Safety Representative Authorities, Duties, and Responsibilities:
1. Responsible for effectively implementing the Contractor’s Safety Program.
2. The Safety Representative shall coordinate all emergency response activities.
3. Recommend controls for observed hazards or predicted hazards.
4. Full authorization to correct unsafe acts on the spot, including the authority to stop work to correct safety and health problems.
5. Lead weekly safety meetings at the jobsite.

7. Assemble, review, and sign each Job Hazard Analysis (JHA).

8. Verify the correct use of respiratory protection and personal protective equipment.

10. Provide direct oversight and assemble a detailed report of all incident reviews, near-misses, accidents, and emergency response or rescue actions.
11. The Onsite Safety Representative may have other non-safety duties.
1.06 QUALITY ASSURANCE
A. Contractor’s Onsite Safety Representative:
1. The effectiveness of the Contractor’s Onsite Safety Representative in prosecuting the safety program will be subject to continued review and approval by the COR.
2. Should the Contractor’s onsite safety representative’s effort be deemed insufficient the Contractor may be required to provide the services of a qualified, full-time safety and health professional at no additional cost to the Government.
