The EDA is requesting proposals for a Housing Developer to build or place 12 to 15 single-family, detached, owner-occupied homes targeted at households earning between 55% and 150% of the area median income (AMI). The scope of work includes constructing and/or placing stick-built houses and selling them to eligible buyers, but explicitly excludes main construction activities such as utility extensions, road building, and site preparation. The RFP process includes a question deadline of noon on Monday, May 18, 2026, and a proposal submission deadline of 2:00 p.m. on Friday, May 29, 2026. Proposals must be submitted via email to Lydeana Martin at lmartin@floydcova.gov with the subject line "Request for Proposals, Workforce Housing Developer."
Funding for this project is contingent upon receipt of a Community Development Block Grant (CDBG) to cover main construction costs. Federal Congressionally Directed Spending dollars totaling $1.52 million have already been awarded to extend utilities to the site. The County is also eligible for regional HOME and Housing Funds. The selected Housing Developer is expected to seek additional grant funding to defray housing costs through sources such as the Virginia State Housing Trust Fund and to assist potential homebuyers with down-payment assistance and financial preparation to make sales prices feasible for workforce housing. Interested parties should contact Lydeana Martin at 540-745-9380 or lmartin@floydcova.gov to request the full RFP documentation.
