INTRODUCTION
Responses to this RFI may be used to formulate final requirements and/or to identify qualified manufacturers capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the BlueKey Production Platform which manage
Secret-level analytic intelligence processes. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The objective of this notice is to poll the market for commercial, proprietary and nonproprietary software solutions from commercial entities for the modernization of the FBI’s intelligence production and dissemination processes on a Secret-level classified network and integrate with existing downstream services and systems.
The software solution would support the full lifecycle of intelligence production, including collaboration, drafting, associated workflow approvals, and evaluation and feedback with visual document tracking through the entire lifecycle. A preferred software can track progress – for example, how long it takes a document to go from review to approval.
Desired capabilities:
The Federal Bureau of Investigation is seeking information from manufacturers regarding the availability and capabilities of a production application that facilitates end-to-end documentation creation, collaboration, approval, dissemination, and tracking. The goal is to streamline and modernize the production lifecycle within the organization, enabling seamless collaboration, real-time editing, approval workflows, and performance metrics.
Planning – Within this step, divisions shall have the ability to:
Version 1.2 Page 3
• Input their intended Production Plans (projects) for the upcoming fiscal year.
• Have their Production Plans searchable by other divisions and field offices.
Workspaces – Within this step, authors shall have the ability to:
• Create public or private workspaces to brainstorm and compile notes, research, and analysis.
o Workspaces can be linked to a project from the existing plan, or the author can create an ad-hoc workspace.
o Create collaboration opportunities where users can be invited into the workspace.
Drafting – Within this step, authors shall have the ability to:
• Either upload (written text, videos, image, etc.) a document, import information from their workspaces, or utilize a document editor within the application to draft a product using modular prompts that can be filtered, moved, or selected by the user based on the individual’s requirements.
• Have integrated AI-powered writing assistant that will incorporate the FBI’s writing guides and help users with grammar, spelling and punctuation.
• Generate source citations consistent with FBI sourcing policies and standards.
Review – Within this step, authors shall have the ability to:
• Dynamically identify individuals, based on office or division protocol, responsible for reviewing the product draft.
• Notify selected reviewers.
• For reviewers to provide edits and comments and then send the draft back to the author.
• Apply deadlines for review tailored by author/supervisor.
• Provide audit trails of the document.
Coordination – Within this step, authors shall have the ability to:
• Select individuals or groups responsible for providing coordination as defined by internal policy.
• Notify selected individuals and collaborate in real-time for live edits, brainstorming, and feedback.
• Provide coordinators to complete edits and comments and then send the draft back to the author.
Publication and Dissemination – Within this step, authors shall have the ability to:
Version 1.2 Page 4
• Complete steps required to publish a product in the system of record and make it available to other downstream applications and internal-facing user interfaces.
• Have the option for a production calendar and the ability to search and filter final products.
Production Performance Metrics -- Within this step, the software solution shall:
• Provide visibility for FBI line level managers and senior executives on the status and disposition of analytic products to enable them to evaluate the time from concept to dissemination and identify timeliness and obstacles to efficiency.
o This includes customizable dashboards and product publication planning calendars, as well as metrics for documents in each stage of production.
Evaluation/Feedback – Within this step, users and customers shall have the ability to:
• View, review, and evaluate disseminated products based on both quantitative and qualitative questions.
• Control viewer permissions for submitted feedback and evaluation for offices and divisions.
• Initiate sharing of a disseminated product to a defined list of customers that includes quantitative and qualitative feedback questions for users, offices and divisions.
Readership Metrics and Visualization – Within this feature, the software solution shall have:
• Readership metrics for each product, and in aggregate, with filtering capability by such metadata as topic, producing division, timeframe, internal tagging, etc.
• Visualization feature to create charts, graphs, visuals, etc. to display metric information.
Licensing and Product Structure –
• Is your product provided via license or subscription?
• What license models exist for your product (i.e. annual license, multi-year license, perpetual license?
• Are your licensing models tied to named user, floating license, enterprise licensing?
• What is the typical cost for each of the licensing models?
