STATEMENT OF WORK

REMOVAL OF WATCHGUARD DASH-CAMERA EQUIPMENT FROM EXISTING VRP FLEET VEHICLES &

INSTALLATION OF AXON FLEET 2 DASH-CAMERAS IN THOSE SAME EXISTING VRP FLEET VEHICLES FOR

BLUE RIDGE PARKWAY

OBJECTIVE

Blue Ridge Parkway (BLRI) requires a qualified contractor to install emergency equipment in the park’s fleet of emergency vehicles.

PERIOD OF PERFORMANCE

Installations shall occur between June and September of 2023 at the following locations:

29132 Blue Ridge Parkway, Vesuvius, VA 24483- five 2018-2021 Ford Interceptor SUVs

5580 Shulls Mill Road, Blowing Rock, NC 28605- four 2018-2021 Ford Interceptor SUVs and one 2015 Chevy Tahoe

51 Ranger Drive, Asheville, NC 28805-nine 2018-2021 Ford Interceptor SUVs

BACKGROUND

BLRI maintains a fleet of approximately seventeen marked and unmarked law enforcement vehicles of varying makes and models. Due to the high volume of emergency calls in BLRI and the wide geographical expanse of the park covering two states, each vehicle in the fleet must be equipped in a response-ready state at all times, year-round.

Per updated policy, the National Park Service (NPS) Associate Director, Visitor and Resource Protection (ADVRP) and the Chief of Law Enforcement, Security, and Emergency Services (LESES) mandates that all BWCs and Mobile Video Recorders (MVRs), also known as dash cameras, recordings be uploaded and stored on a service wide Digital Evidence Management System (DEMS). The DEMS that is approved for our use at the park level by NPS ADVRP is Evidence.com which is owned by Axon.

Currently, BLRI Visitor and Resource Protection (VRP) is utilizing the WatchGuard camera systems along with Digital Ally for our MVRs. The recordings that are captured on these cameras are uploaded to a storage management system housed in park. The continued use of these system will put our division out of compliance with the updated policy outlined above as all recordings are required to be uploaded to Evidence.com. The installation of the new Axon Fleet 2 MVRs will allow BLRI VRP to upload recordings to Evidence.com and be within policy.

The National Park Service is the primary governmental entity responsible for providing many emergency services within the boundaries of BLRI, including law enforcement, firefighting, search and rescue, and emergency medicine.

Many emergency calls for assistance, regardless of the manner of the calls, are answered by employees of the VRP Division. It is therefore vital to the protection of lives, property, and resources within BLRI that all emergency vehicles are correctly and solidly configured in a timely fashion to allow for immediate safe deployment of the vehicles and the emergency personnel they carry.

Due to the diverse nature of the fleet and its unusually broad deployment in all manner of emergency incidents, installation of the equipment requires a broad knowledge of emergency vehicles and their functions, typical use, specifications, and particular requirements.

Fulfillment of this contract addresses only the removal of the current camera systems and installation of the Axon Fleet 2 dash cameras. This contract does not include scheduled or unscheduled mechanical maintenance of the vehicles themselves or their factory components, or tire maintenance.

PROVISIONS BY GOVERNMENT

The National Park Service will supply equipment as listed on ATTACHMENT 1.

PROVISIONS BY CONTRACTOR

The contractor shall supply all tools and incidental supplies (such as hardware, wires and connectors) necessary to complete the specified work. The contractor shall also supply all personnel needed to complete the project in an expedient and professional manner. All services are listed on ATTACHMENT 2 & 3.

EXPECTATIONS OF CONTRACTOR

The following expectations and requirements shall be met by the contractor:

A. Competency

a. Contractor shall have the technical knowledge, skills, and abilities required to successfully install all emergency equipment in such a manner that it functions as intended and is resilient to the demands of emergency work. Equipment is often mechanically complex, as in the case of console or wiring installation; equipment is also often electronically complex, as in the case of control consoles. Successful installation will therefore require extensive knowledge of mechanical, electric, electronic, radio, and radio microwave systems. Unusually complex requirements are common with BLRI patrol vehicles due to the fact that they are deployed not only as police vehicles, but also in response to medical, search and rescue, and fire emergencies, and must be capable of interoperability across all emergency response discipline boundaries.

B. Flexibility

a. Due to the diversity of the fleet, contractor shall be able to work with a wide array of vehicle types including sport utility vehicles with or without an OEM police package.

C. Availability

a. Due to the fact that the BLRI does not maintain any vehicles in reserve in case of equipment breakdown, it is vitally important that the contractor be usually available, within a reasonable period of time to perform maintenance work on equipment.

b. Furthermore, due to the unpredictable and ongoing nature of maintenance problems which may arise at any time, the contractor shall be available year-round to perform work. The regular, recurring nature of maintenance problems requires this.

D. Safety, Security, and Community Impact

a. The contractor may be in possession of one or more emergency vehicles, including law enforcement vehicles. The government will provide the contractor with keys to various emergency vehicles in BLRI. As these vehicles often contain firearms, police identification, and sensitive information, the contractor and his employees must be thoroughly trustworthy and subject to clearances as required by BLRI.

b. Contractor shall be bonded.
