About this file

This is a Justification for Single Source (JSS) document submitted by the Kids Hope Alliance requesting agency to the City of Jacksonville's Finance & Administration Department, Procurement Division, dated June 16, 2026. The request seeks to procure the Business & Leadership Institute (BLI) Master Class Series, a four-module program designed to educate childcare providers and business leaders on sustainable business practices within the early learning industry. The program consists of four six-hour sessions held on Saturdays from October 2026 through January 2027, with a maximum enrollment of 24 participants. The BLI Master Class Series includes the proprietary V'Locity curriculum, peer mentorship from program graduates, online self-study e-learning components, and business plan consultation services provided through partnerships with SCORE and capital access programming.

The justification for single-source procurement is based on the vendor's unique and proprietary curriculum developed specifically for the early learning childcare industry by corporate business specialists with expertise in finance, marketing, real estate, and human resources. The Business & Leadership Institute for Early Learning Inc. is positioned as the sole provider of this specialized, industry-specific training program, which has been developed in collaboration with Florida childcare business owners and operators. The vendor operates statewide and provides comprehensive support services including peer networking, accreditation academies, conferences, alumni training, and advocacy engagement with industry decision makers and legislators. The requesting agency affirmed no conflicts of interest in accordance with Chapter 112, Florida Statutes, and the submission includes vendor quotes and a single source memo signed by the director.
