1. DISCLAIMER
This Sources Sought notice is issued solely for informational, market research, and planning purposes. It does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB), nor does its issuance restrict the Government to any specific ultimate acquisition approach. The Government will not reimburse any respondent for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and subject to change prior to the release of any formal solicitation.
2. BACKGROUND & PURPOSE
The Fort Hood Network Enterprise Center (NEC) Customer Operations Evaluation Command (OEC) requires a comprehensive communications infrastructure upgrade to provide necessary Non-Classified Internet Protocol Router Network (NIPR) access for additional personnel within Building 53400. This access is critical to ensuring the unit can sufficiently conduct its day-to-day mission. The objective of this market research is to identify capable, qualified, and interested small business sources—specifically targeting a 100% Small Business Set-Aside—capable of executing a complete and operational 24-strand single-mode fiber optic cable (FOC) link between Building 2207 and Building 53400 at Fort Hood, TX.
3. SCOPE OF WORK
The Contractor shall provide all personnel, labor, materials, equipment, tools, supervision, and transportation necessary to install, test, and make the communications infrastructure fully operational. Key technical requirements from the Performance Work Statement (PWS) include:
• Fiber Optic Cable Installation: Provide and install approximately 25,000 feet of one
(1) 24-strand, loose tube, single-mode FOC from the cable vault in Building 2207 to the equipment rack in Building 53400 utilizing the existing underground duct system.
• Splicing and Termination: Perform a total of 48 fusion splices.
• Building 2207: Fusion splice the 24 strands into an existing interior FOC splice case within the building's cable vault.
• Building 53400: Fusion splice and terminate the 24 strands with LC-type connectors onto a new patch panel.
