STATEMENT OF WORK SERVICES
Removal, Disposal, and Installation of New Blinds
Government-Owned BIA Building 222, Crownpoint, New Mexico
1. Purpose
The purpose of this scope of work is to procure a qualified contractor to perform the tasks of the removal, disposal, and installation of new window blinds throughout the Eastern Agency
Headquarter BIA-owned Building, 222. A two-story government facility consisting of 67 windows of various dimensions, with cinder block exterior walls. The contractor shall provide all labor, tools, materials, transportation, equipment, and supervision necessary to perform the work safely and in compliance with applicable federal standards.
Location:
This project is in Crownpoint, New Mexico, at the BIA Eastern Agency Headquarters Building
222, at 222 Chaco Boulevard, Crownpoint, New Mexico. The facility is adjacent to the United
States Post Office.
2. General Requirements
• Contractor must be licensed, insured, and experienced in commercial/government facility blind installation.
• All work must comply with applicable federal, state, and local regulations.
• Contractor shall coordinate all access and scheduling with the Government’s designated point of contact.
• Work areas must remain clean, safe, and accessible to staff during the project.
3. Existing Conditions
• Facility is a two-story structure with cinder block interior walls, requiring masonry-appropriate fasteners.
• Windows vary in size and may require custom-fitting or adjustable mounting hardware.
• Some blinds may be damaged or deteriorated and require careful removal.
4. Scope of Work Tasks
4.1 Removal of Existing Blinds
• Remove all existing blinds, brackets, screws, hardware, and related fasteners from all windows.
• Protect window frames, walls, and adjacent surfaces during removal.
• Patch small holes or damage resulting from blind removal using appropriate masonry-compatible filler.
4.2 Disposal
• Collect and remove all old blinds, hardware, debris, and packing materials from the facility daily.
• Dispose of all materials in accordance with federal, state, and tribal environmental and waste-handling regulations.
4.3 Purchasae & Installation of New Blinds
• Provide samples to BIA NRO for review and selection prior to making any purchases.
• Install new blinds
• Ensure blinds are securely anchored into cinder block construction using appropriate masonry anchors and reinforced fasteners.
• Confirm proper alignment, tension, and smooth operation for each blind.
• Install all required brackets, valances, tension devices, and safety components per manufacturer specifications.
5. Quality Assurance
• Contractor shall inspect each installation to ensure proper operation and uniform appearance.
• Any defective installation, misalignment, or improper mounting must be corrected at no additional cost to the Government.
• A final walkthrough with the Government representative is required before acceptance.
6. Safety Requirements
• Comply with OSHA, federal, and facility-specific safety protocols.
• Use ladders, scaffolding, or lifts safely and only by trained personnel.
• Maintain clear walkways and minimize disruption to staff during installation.
7. Deliverables
• Installation of 67 new blinds, complete with hardware.
• Final inspection report and confirmation of fully functioning blinds.
• Warranty documentation for labor and materials, if applicable.
8. Period of Performance
• Work shall be completed within the agreed-upon timeframe established in coordination with the Government representative.
9. Government Responsibilities
• Provide building access and escort, if required.
• Identify any restricted work areas or security considerations.
10. Contractor Responsibilities
