About this file

This document is a Request for Bid (RFB) from Dane County, Wisconsin for snowplow and grader blades for the County Highway Department. The bid solicits multiple blade types including tungsten carbide tipped cutting blades in various lengths (3', 4', and 5'), Black Cat blades, rubber blades from Joma and ESCO, and 7-foot grader blades. Quantities range from 20 to 150 units per blade type, with precise technical specifications for each blade category. The document provides detailed manufacturing requirements such as steel composition, hardness standards, hole punch patterns, and carbide insert specifications. While no specific contract dates are explicitly stated, the document allows for potential multi-term contract arrangements with maximum total contract length of 5 years.

The pricing proposal section includes a comprehensive table listing blade types, quantities, and potential optional items. The bid emphasizes technical precision, requiring manufacturers to meet exacting standards like blade warpage tolerance (1/8 inch deviation), hole center alignment (1/32 inch), and specific metallurgical characteristics for tungsten carbide inserts. Blades must meet specific material standards, including A36 or 1020 steel types, carbon steel compositions, and hardness measurements on Brinell and Rockwell scales. Delivery is specified to the Dane County Highway Department at 2302 Fish Hatchery Road in Madison, Wisconsin. The document invites vendors to provide detailed manufacturer specifications and certifications to demonstrate compliance with the technical requirements.

PLOW BLADES & GRADER BLADES

1. BID SPECIFICATIONS

List out the bid specifications that are required. Make sure to utilize the 1. 2. 3. numbering scheme for all specs. Headings can be created to separate different categories of specs by copying and pasting the “Bid Specifications” header and the first 3 bid specs (1. 2. 3.) and then revising the header name and specs accordingly.

Bid Specifications

3.1. All Blades

1. The difference between the highest and lowest tip point should not exceed 1/32 inch on any given blade assembly.

2. The finished blade section shall be free of warpage and longitudinal deviation should not exceed 1/8 inch in a fourfoot blade section.

3. Each blade section shall be identified with manufacturer's identification stamp on each end.

4. The finished blade sections shall have markings showing the front edge of the blade to avoid improper mounting.

5. All carbide blades should be standard sections with 12 inch hole centers, 1 1/2 inches from the top of the blade.

6. A manufacturer specifications sheet must be submitted with the bid.

3.2. Snow Plow Blades.

1. The blade shall be flat hot-rolled finished steel, to meet or exceed specifications for A36 or 1020 type steels. (Dane County has typically used 3/4” thick blades)

2. Punching shall be 11/16 inch square holes with counter sink to receive 5/8 inch diameter plow bolts using the AASHTO punch pattern, 1 1/2 inches from the top of the blade.

3. The groove for the carbide inserts shall be milled in the center of the blade edge.

4. Center of holes shall be in line within 1/32 inch of established horizontal centerline and 1/16 inch of established vertical centerline.

3.3. Snow Plow Blades - Tungsten Carbide Inserts

1. The inserts shall be a high-shock WC grade of tungsten carbide, with 11-12.5% cobalt content, and the following physical characteristics:

2. Density: 14.1 Minimum to 14.6 Maximum

3. Hardness: 87.5 Minimum to 89.0 Maximum (Rc. "A" Scale)

4. Transverse Rupture Strength (p.s.i.): 350,000 Minimum

5. Porosity (Based on testing in accordance with ASTM designation B276-79): A06, B00, C00

6. The carbide insert manufacturer must furnish certification to the Highway Department that the inserts meet the characteristics set forth above.

7. The inserts shall be a trapezoid design of the following dimensions:

8. Height: .635 inch +/- .005 inch (long side)

9. Width: .365 inch +/- .010 inch

10. Length: 1 inch nominal

11. Bottom Angle: 25 degrees with a nose radius of 1/16 inch minimum

12. A metallurgical evaluation of the carbide insert should show no evidence of cross grade contamination. Evaluation will be based on a photomicrograph of a polished and etched specimen at 500X magnification.

3.4. Snow Plow Blades - Brazing

1. The brazing material shall be a high-strength alloy type.

2. The braze shear strength should be 30,000 p.s.i. (minimum).

3. The tungsten carbide inserts shall be positioned in the milled groove at .010 inch between the inserts the entire length of each cutting edge section.

4. The inserts shall be brazed on all sides in a manner consistent with sound brazing practices, with no evidence of voids or use of shims.

5. Each blade section is to contain one insert, one inch nominal length for each inch of blade section length.

3.5. Overlay Blades

1. The overlay blades shall be made of C-1090 carbon steel, with a Brinell hardness of 250-300 or greater.

2. These blades shall be 1/2 inch thick, 6 inches wide, in 4, 8, 9, 11, and 12 foot lengths.

3. The blades shall have countersunk hole punches 11/16 inch in diameter, with a standard AASHTO hole punch pattern located 1-1/2 inches from the top of the blade.

3.6. Grader Blades

1. The grader blades should be the curved type, with doublebevel cutting edges.

2. PRICING PROPOSAL

· Below is a table to use to plan the pricing section.

· If multiple pricing tables are needed, select and copy the existing pricing table and paste the additional table below it. Don’t worry about changing the numbering for each item between tables – Purchasing will auto-number later in the process.

· We strongly encourage pricing to be broken down as much as possible, however, a 1-line lump sum pricing table may be acceptable for certain RFB’s.

· Hourly rate pricing may be acceptable in some scenarios as well.

· If applicable, Purchasing will add a Unit Cost and/or Total Cost column to the Final Pricing Table.

· Optional? Column – if an item listed is optional (not required for vendors to provide as part of the bid), then type “Yes” into the OPTIONAL column field for that item. This could be additional accessories or optional equipment add-ons, etc.
