Qualifying and procuring any other bladder assembly in the future would require vendors of the bladder assembly to manufacture form, fit and function components and undergo first article testing as an assembly to verify compatibility with

. Total testing to qualify other vendor hanging bladder assembly products is estimated to cost and to exceed hours of collaboration across multiple organizations to test with no guarantee of qualification. This estimate is based on qualification testing performed for similar NSSMS assemblies and represents a substantial duplication of cost that is not expected to be recovered through competition and an unacceptable delay that would jeopardize scheduled

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

IHS Haystack defense parts and logistics management system confirmed National Stock Numbers (NSN) and US Navy management does not exist for this bladder assembly. An extensive search of Navy ERP, NAVSUP One Touch, Ability One, GSA Advantage and UNICOR Federal Prison Industries were unsuccessful, no available assets exist.

After exhausting available Navy supply resources for the Aircraft Rubber Manufacturing Division of Fuel Safe Systems (CAGE 3YJU7) hanging bladder assembly, a current cognizant design activity approved supplier quote was obtained directly from Aircraft Rubber Manufacturing Division of Fuel Safe Systems who is the original equipment manufacturer. The manufacturer does not sell or distribute industrial products like these bladder assemblies through a distribution network.

7. Determination of Fair and Reasonable Costs

The Contracting Officer shall determine that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NSWC PHD has no plans at this time to compete future contracts for the types of

supplies covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
