About this file

This is a Market Research Survey conducted by the Defense Logistics Agency (DLA) Troop Support, Clothing and Textiles division regarding a Marine Corps Black Frame service cap (PGC: 03147). The survey is not a request for proposal or bid, but rather gathers industry insights to inform future acquisition strategy. DLA anticipates issuing a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract with a 60-month performance period divided into five 12-month price tiers. Minimum quantity requirements total 16,386 units in Tier I, with Annual Estimated Quantities (AEQ) of 40,932 units across Tiers II through V, and maximum quantities of 286,589 units. Production lead time expectations are 120 days for the first delivery order and 90 days for subsequent orders.

The survey requests comprehensive information from potential vendors regarding manufacturing capabilities, business certifications, commercial item status, Berry Amendment and Buy American compliance, production capacity and rates, pricing for each tier, material sourcing, cost drivers, and ability to meet the anticipated 30-day proposal submission timeline under the Time to Award initiative. Respondents must provide ballpark pricing estimates, monthly production rates, minimum and maximum monthly production quantities, feedback on the tiered pricing structure, and a Product Demonstration Model with proposal submission. All responses are confidential and non-binding. Completed surveys should be returned to John McAnulty at john.mcanulty@dla.mil. This market research precedes formal solicitation and is designed to develop an acquisition strategy that supports military customers worldwide while assessing industry capability and capacity for efficient procurement.
