Addendum #2

BL139-23

Purchase of Nitrile Gloves on an Annual Contract

**The deadline to receive bids has been changed from 2:50pm local time on Monday, November 6, 2023, to 2:50pm local time on Wednesday, November 8, 2023**

Clarifications:

C1: Please submit the Revised References page (Page 6R) with your bid.

Please see the below summation of questions and answers for the above solicitation.

Questions:

Q1. Please expand on the meaning of Page 3, Section II.C Markings. What label(s) should be present and where?

A1. The Section’s language shall be amended as follows: “The product’s package label shall contain all information printed on the outside of the package as required by NFPA 1999.” Suppliers shall still mark “Comply” or “Exception” and explain as needed.

Q2. On Pages 2-3, what is meant by “comply” and “exception”?

A2. Per Section II.A Product Specification, it is the supplier’s responsibility to prove equivalent products quoted/bid equal or exceed the quality level of the product(s) specified. All materials and construction shall meet or exceed NFPA 1999 “Standard on Protective Clothing and Ensembles for Emergency Medical Operations, current edition.” The production facility should be ISO 9001 certified for quality performance. When bidding an equivalent with different specifications, suppliers must mark “Exception” and state quality level to prove the product equals or exceeds quality of stated product.

Q3. On Page 5, what is meant by “Addendum No.”?

A3. This refers to the addendum number. Suppliers should acknowledge all addenda in the spaces provided on Page 5.

Q4: When are bids due?

A4: See updated due date at the top of this page.

Q5: What is Delivery ARO?

A5: Delivery ARO (After Receipt of Order) is the expected lead time after an order is placed with supplier.

BL139-23 Addendum #2 Page 2

Q6: What is the make/model of glove you are currently purchasing and what is the current price? Were there any price increases or decreases over the course of the contract?

A6: Please see BL139-23 Addendum #1 for the current bid tab. Pricing either decreased or held firm throughout the previous contract.

Q7: Does the delivery location have a loading dock and/or forklift to unload trucks so that inside delivery is not necessary?

A7: Yes.

Q8: Can suppliers quote a glove that is not dual-ply and list that in the exceptions in Section II.D of the bid?

A8: If this refers to dual color, that is not a required specification.

Q9: Please confirm the gloves must be Exam Grade, Fentanyl Rated, and NFPA 1999-2018 edition certified.

Also, confirm that the NFPA certification must be listed on the box. If not, the supplier will be disqualified. We as a supplier have done bids recently where gloves are being awarded that do not pass the specifications written. Suppliers who formed during the COVID pandemic are not following the rules and are sometimes being awarded because of price even though they don’t pass the specifications.

A9: Gloves that are not certified to meet NFPA 1999-2018 edition, including exterior labeling, will be deemed non-responsive.

Q10: Please confirm all pages that need to be returned with a supplier’s bid.

A10: Pages 2-7 need to be returned. On Page 5, addenda should be acknowledged as received.

Q11: The bid schedule calls for 12,000 each of Line Item 1, LSE-104, X-Small Microflex EC Powder-Free Nitrile

Gloves. However, there is no extra small of this size. Could you please verify the requested item is correct and if an addendum will be provided for the bid schedule?

A11: Please refer to BL139-23 Addendum #1.

Q12: Are these gloves being purchased as a one-time purchase, or will these orders be broken up throughout the year?

A12: This is an on-demand contract; orders will be placed as needed.

Q13: To where will the order(s) of gloves be shipped?

A13: Delivery will be F.O.B. Destination Freight Pre-Paid and Allowed to: Gwinnett County Fire Resource

Management, 450 Hosea Road, Lawrenceville, GA 30046.

Q14: How frequently does the County intend to order gloves, on average?

A14: See A12.

Q15: Are samples requested after the bid submission date, or should suppliers go ahead and send samples to the address listed?

A15: Samples will be requested by the user department after bids have been opened. Please refer to Page

2, Section I.D.

Q16: Are bid bonds required?

A16: No.

Q17: Can suppliers submit multiple bids?

A17: Yes. If submitting multiple bids, each must be its own separate sealed bid, indicated as “Original”, “Alternate 1”, “Alternate 2”, etc.

BL139-23 Addendum #2 Page 3

Q18: Is this an “all or nothing” bid?

A18: Award will be made to the supplier submitting the lowest responsive and responsible bid. Gwinnett

County reserves the right to reject any or all bids, to waive technicalities, and to make an award deemed in its best interest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions, and pricing with the lowest responsive, responsible supplier(s) at its discretion.

Q19: Can suppliers email bids in, or are signed and sealed copies needed?

A19: See A4. Emailed bids will NOT be accepted.

Q20: Is dual color a requirement for gloves?

A20: Dual color is not a required specification.

Q21: Is there a “sample contract” that the County could provide? I do not see any force majeure language in the bid documents, and we as a supplier would need to be able to add that.

A21: The solicitation along with the submitted bid becomes the binding agreement. Please refer to the

Instructions to Vendors in the solicitation. There will not be a formal signed contract for BL139-23.

Q22: Will the County accept bids from out of state suppliers?

A22: Yes.

Q23: Do suppliers have to register before submitting a bid?

A23: No. If a supplier has not previously, the County encourages registering as part of their bid submittal process. Visit www.gwinnettcounty.com, or follow this link for registration instructions.

Q24: Does Gwinnett County have a preference program?

A24: No. Gwinnett County encourages participation by all suppliers in our solicitations.

Q25: Do suppliers have to submit their bid in person?

A25: No. Bids may be mailed but will not be accepted if received after the bid due date.

Q26: How will an equivalent be determined? Is it just based on specs, or other factors as well?

A26: See A15. Gwinnett County shall be the sole determinant of acceptability of all approved equivalents.

Q27: Our company has a video of the gloves we’d like to include in our bid. Can we do that?

A27: If it is part of the documentation proving the quoted equivalent equals or surpasses the quality level specified, please include it on a USB drive.

Q28: Would DocuSign be an acceptable form of signature for this bid?

A28: Yes, if a Certificate of Completion and letter stating the representative is authorized to sign on behalf of the supplier is included.

Q29: Can price fluctuate during a contract term? Glove pricing can fluctuate often.

A29: Per Page 5, Bid Schedule Continued, Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract. Failure to hold firm pricing for the initial term of the contract will be sufficient cause for Gwinnett County to declare bid non-responsive. Unless otherwise noted, quoted prices will remain firm for four (4) additional 12-month periods. If a percentage increase/decrease is a part of the renewal options, please note this in the space provided together with an explanation.

Q30: What fees need to factor into suppliers’ pricing?

A30: Pricing shall include all associated fees, including but not limited to shipping, delivery, etc.

Q31: Based on previous ordering history, approximately how often are gloves ordered and at what average quantities per order?

A31: Approximately every 45-60 days, averaging 60-80 cases.

Q32: How many delivery locations are there?

A32: See A13.

Q33: What is the thickness of the current glove on contract?

A33: The current glove on contract is the same glove described in BL139-23’s Bid Schedule.

Q34: Does the County need the price based on “Each” or “per Case Pack”?

A34: Per Page 4, Bid Schedule, unit prices should be given per box, per case, and per glove. Total Price should equal Unit Price Per Glove multiplied by Approximate Annual Quantity.

Q35: Is there any pre-qualification paperwork to be filled out prior to bidding?

A35: No.

Q36: How soon do the gloves need to be delivered?

A36: All orders should be received within 21 days of the date of order.

Q37: Will the County accept a black 6 mil product vs. the white currently in use?

A37: Color is not a required specification. Glove must meet or exceed specifications in Section II Glove

Specifications.

Q38: Does the product have to be medical grade starting out?

A38: Yes.

Q39: Are there any made-in-USA provisions in the evaluation?

A39: No.
