About this file

This is an Addendum #1 to a solicitation issued by Gwinnett County, Georgia for BL121-25, a contract for the provision of water quality analytical services on an annual basis. The contract involves analysis of water samples to support compliance with the National Primary Drinking Water Regulation's PFAS Rule. The addendum clarifies that bidders may submit bids for partial lists of requested analytes across multiple sections of the bid schedule, rather than being required to bid on all analytes. Bidders are welcome to submit proposals for as few or as many sections as applicable to their capabilities. The solicitation indicates that awards may be made by individual sections of the bid schedule or in their entirety, with Gwinnett County reserving the right to negotiate terms and conditions with the lowest responsive and responsible bidders at its discretion.

The addendum confirms that any laboratories meeting the certification and accreditation requirements outlined in Section C of the original solicitation are eligible to bid. Testing methodologies acceptable for analysis include derivatives of EPA methods 544 and 545, as well as standard method 6040D. The document notes that pre-bid conference attendance information is available and includes a requirement that companies sign and return the addendum with their bid submission; failure to do so may result in the bid being deemed non-responsive. The addendum was issued on October 30, 2025, and was prepared by Jordan Mitchell, Purchasing Associate II for Gwinnett County.
