About this file
This is Addendum #1 to bid BL115-22 for the Davis Road Pump Station Improvements project issued by Gwinnett County, Georgia on November 8, 2022. The project encompasses construction of approximately 400 feet of 12-inch gravity sewer line with manholes, 450 feet of 8-inch force main, two 12-foot diameter emergency storage polymer concrete manholes approximately 19 feet deep, a submersible duplex pump station with a 12-foot diameter polymer concrete wet well approximately 28 feet deep including electrical service, natural gas generator, controls, valve vault, and flow meter vault. Additional work includes a new 14-foot wide access road, demolition of existing above-ground pump station infrastructure, erosion and sedimentation control, restoration and landscaping, paving, bypass pumping, and coordination and payment for new electric, natural gas, and county water services to the site. The bid opening date was November 15, 2022. Nine plan holders obtained bid documents between October 13 and October 28, 2022, with documents available at $200 per hardcopy set or $25 per digital set. A pre-bid meeting was held with attendee sign-in sheet provided in the addendum.
The addendum addresses three bidder questions and provides critical revisions to the bid form, specifically replacing Page 20 with revised Page R20 regarding major equipment specifications. Bidders must indicate which manufacturer they are basing their bid on for the natural gas generator by circling one of the approved options: Caterpillar, Kohler, Cummins/Onan, or Generac. Bidders may propose substitute equipment with a deduction amount, but failure to designate a base bid manufacturer or circling multiple manufacturers will result in assignment of the first listed manufacturer (Caterpillar) at no increase to contract cost. Substitute equipment must be explicitly demonstrated as equivalent to or better than the specified product and will be evaluated for acceptance by the Owner after contract award. All bidders must acknowledge receipt of this addendum in the bid form or risk disqualification.

ADDENDUM #1
BL115-22, Davis Road Pump Station Improvements
This Addendum is being issued to provide the following revisions and/or clarifications to the bid documents and answers to the questions received.
Make the following changes to the above referenced bid:
1. DELETE Page 20 from the BID FORM in its entirety and REPLACE with attached Page R20.
Questions:
Q1: Regarding B9-B11 of the Project Description. Georgia Power requires the "Owner" of the utility to make any required negotiations and payments. Temporary power could be set up, but not permanent with-out ownership or lease papers showing proof who would "own" the electric bill. If gas and water are the same, how would the contractor be able to put the services in the county's name?
A1: As indicated in the contract documents, the Contractor shall be responsible for coordination with the utility providers for service. The Contractor shall be responsible for setting up the new service and making necessary payments for items such as the application fee, meter fee, connection fees, and infrastructure costs for all necessary utilities. The services will be transferred to Gwinnet County at the end of construction.
Q2: Will the County accept the addition of Vent-Tech Model SWG as an approved manufacturer for specification section 33 34 16-8, 2.5 Sewage Air Release Valves?
A2: Requests for approval of an “approved equal” manufacturer will only be evaluated following the Bid opening. Approval of any “or equal” manufacturers submitted for consideration will be at the Owner and Engineer’s sole discretion. It should be noted an ARV is not indicated on the Contract Drawings for this project.
Q3: Why is Generac has been red lined as an acceptable manufacturer for the generator? Will Gwinnett County reconsider using Generac as a manufacturer?
A3. Specification 26 32 13.16, Section 2.2 B., the red line is an errant mark, disregard. Generac is included under item 2.2 B. 4. as a candidate manufacturer. As indicated in Specification 26 32 13.16, Section 2.2, A., candidate manufactures shall comply with the requirements of the specification.
Additional Information:
1. The attached PreBid meeting sign in sheet is provided.
2. The attached Plan Holders list is provided.
All bidders shall acknowledge receipt of this addendum by inserting its number and date in the Bid Form. Failure to do so may subject bidder to disqualification. This addendum forms a part of the Contract Documents.
Thank you, Brittany Bryant Purchasing Associate II
