About this file

This is Addendum #2 to a competitive sealed bid solicitation issued by the Gwinnett County Board of Commissioners for the Gwinnett County Sheriff's Office Fire Alarm Upgrade Project (BL069-26). The addendum reschedules the bid deadline from April 29, 2026 to Friday, May 8, 2026 at 2:50 P.M. local time, with virtual bid opening at 3:00 P.M. via WebEx. Bidders must submit one unbound original and two copies of their bid to the Gwinnett County Purchasing Division at 75 Langley Drive, Lawrenceville, Georgia. The addendum provides clarification and revised drawings (FA401) in response to bidder questions regarding motor-operated dampers in HVAC ductwork serving rooms protected by FM-200 clean agent suppression systems. Specifically, the addendum identifies that bidders must provide motor-operated dampers in all HVAC ducts serving the designated equipment rooms, including a new 12-inch duct damper and two 6-inch duct dampers. All bidders must acknowledge receipt of this addendum on page 000410-03 of the bid documents and return the acknowledgment with their bid submission, or their bid may be deemed non-responsive.

The addendum does not establish new pricing terms, set-asides, or incumbent information beyond what was specified in previous bid documents. Bidders are required to provide a five percent bid bond with their submission, and the successful contractor will be obligated to provide 100 percent payment and performance bonds along with appropriate insurance certificates. All surety and insurance companies must maintain an AM Best rating of A-10 or higher and be licensed to operate in Georgia. The project timeline specifies daily liquidated damages of $500 per day for delays beyond the allowable calendar days from the Notice to Proceed, and no bid withdrawal is permitted within 60 days after the opening date. Award will be made to the lowest responsive and responsible bidder.

QUESTIONS & ANSWERS:

Q1. Regarding Addendum one that recently came out, the engineers answered question 4.13 by making the fire protection contractor responsible for providing any M.O. dampers in duct work and exhaust fans but didn’t provide the locations and size of them per room. They revised drawing FA401 with a note for the rooms that are to be protected by clean agent system, “provide motor operated dampers in all ducts serving these rooms”. Can you please identify any ducts in the room, including how many and the size?

A1. Please see the attached revised drawings FA401.

This addendum should be acknowledged in the space provided on page 000410-03 of the bid documents and returned with your bid. Failure to do so may result in your bid being deemed non-responsive.

Thank you, Jake Scarpone

Jake Scarpone, CPPB Purchasing Associate III
