About this file
This document is an addendum to a bid solicitation (BL022-24) issued by Gwinnett County, Georgia for the synthetic turf replacement at George Pierce Park. The addendum provides responses to various questions submitted by potential bidders, including clarification on the treatment of sales taxes, unit pricing specifications, requirements for geotechnical testing and permeability testing, reuse of the existing infill, disposal of the current field goals, and access to the site. The addendum also confirms details about the existing turf field, such as its installation date, manufacturer, and duration of use. The line packages are to be inlaid, and the awarded contractor will be responsible for arranging access to the field lighting as needed.
The bidding requirements indicate that Gwinnett County is exempt from federal excise tax and Georgia sales tax for goods and services purchased directly by the county. Vendors are responsible for federal excise tax and sales tax, including taxes for materials incorporated into county construction projects. The addendum provides clarification on several unit price line items, including the removal and installation of fencing and turf nailer boards. The awarded contractor will be required to engage a Georgia-registered geotechnical engineer to perform all necessary testing.

QUESTIONS & ANSWERS:
Q1. IV. SUBMISSION OF FORMAL OFFERS/SUBMITTALS (p. 59); IV.H: Please confirm that this project is EXEMPT from all GA State and Gwinnett County sales taxes.
A1. Per the Gwinnett County Department of Financial Services – Purchasing Division General Instructions to Vendors, Terms and Conditions, Section IV., Article H (found on page 59 of the bid documents): Gwinnett County is exempt from federal excise tax and Georgia sales tax regarding goods and services purchased directly by Gwinnett County. Vendors are responsible for federal excise tax and sales tax, including taxes for materials incorporated in county construction projects. Vendors should contact the State of Georgia Sales Tax Division for additional information. Agreements where there is a cost-plus mark-up, mark-up will not be paid on taxes.
Q2. SECTION 01 2200; 1.8 UNIT PRICE LIST: 1.8.C.6.a / 1.8.C.8 – Clarify this Unit Price specification. Unit Price No. 3 is for Additional Turf Nailer, but this is referencing “concrete header curb.”
A2. 1.8.C.6.a should read, “Cost of providing and installing turf nailer board, overhead and profit.” 1.8.C.8. should read, “Measurement will be made for actual linear feet of turf nailer board installed and verified by the county.”

Q5. SECTION 01 2200; 1.8 UNIT PRICE LIST: 1.8.J.1 – Clarify intent of this Unit Price specification. Section requests unit price for ADDITIONAL “4’ fence in excess of that shown on plans” – there is NO FENCE REPLACEMENT INDICATED ON PLANS.
A5. The intent of this line item is to cover any requests for this material by the owner during the course of the project.
Q6. SECTION 01 2200; 1.8 UNIT PRICE LIST: 1.8.J.5.a – Clarify intent of this Unit Price specification. This duplicates and doubles up on the Unit Pricing requested in 1.8.I.6.a.

Unit price No.9 will only cover the removal of fencing materials and foundations. Unit price No.10 will only cover the addition of 4’ height fencing. Unit Price No.11 will only cover the addition of 6' height fencing.
Q7. SECTION 01 2200; 1.8 UNIT PRICE LIST: 1.8.K.1 – Clarify intent of this Unit Price specification. Section requests unit price for ADDITIONAL “6’ fence in excess of that shown on plans” – there is NO FENCE REPLACEMENT INDICATED ON PLANS.
