About this file

This is Addendum #1 to solicitation BL011-26, issued by Gwinnett County for the purchase of replacement mixers for Digesters 1 and 2 at the F. Wayne Hill Water Resources Center. The addendum, dated April 1, 2026, revises the original bid schedule, adds supplemental drawings for the egg-shaped digestors, and includes Phase 2 Operations and Maintenance documentation. The project requires the supply of two replacement mixers with associated components including intake sections, impellers, bearings, motors, motor pedestals, grease pumps, shaft protection sleeves, discharge sections, coatings, tools, and spare parts. Bidders must provide submittal preparation and shop drawings, conduct a vendor site visit for field verification, deliver Operations and Maintenance Manuals in both hard copy (two copies) and electronic PDF format, and provide comprehensive support to the installation contractor including onsite installation assistance (four days total across two trips), field and functional testing (two days total across two trips), vendor training (one day), and optional additional onsite visits and training sessions as requested by the Owner. Installation is anticipated to occur in 2026 and will be completed by the County's Facilities Management Services contractor.

The revised bid schedule requires vendors to provide unit prices and total prices for each line item, with all costs including delivery and field startup services to a separate installation contractor. Bidders may submit approved equivalent manufacturers, such as Ovivo or WesTech, provided they submit all necessary product documentation for evaluation following bid opening, with final approval at the sole discretion of the Owner and Engineer. The solicitation specifies that existing digestors will be drained of sludge but not cleaned at the time of replacement, and that VFD drives or soft starters are not required unless specifically mandated by the manufacturer's specifications. Vendors must acknowledge receipt of Addendum #1 and certify non-collusion in bid preparation. The County anticipates electronic payment upon award and encourages vendors with existing Gwinnett County locations to indicate this on their bid submissions.
