Subject: Request for Proposal (RFP), Solicitation No. 80JSC020R0039, for Advanced Enterprise Global Information Technology (IT) Solutions (AEGIS) Contract
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), Advanced Enterprise Global Information Technology (IT) Solutions (AEGIS) solicitation. The principal purpose of this requirement is to provide support to the OCIO’s Communications Program (CP), Computing Services Program, and Cybersecurity and Privacy Program (CSPP) advancing NASA’s Information Technology capabilities while protecting the infrastructure and data and resources.
NASA will conduct this acquisition as a Full and Open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541512, Computer Systems Design Services, and the small business size standard is $30 million.
This competitive acquisition will result in a hybrid Cost-Plus Award-Fee (CPAF), with Firm-Fixed- Price (FFP), Award Term, contract with FFP Indefinite-Delivery Indefinite Quantity (IDIQ) Task Orders (TOs). The contract will have a total potential period of performance of ten years, including a 24-month Base Period, (July 10, 2021, to July 9, 2023), 12-month option (July 10, 2023, to July 9, 2024), and seven 1-year award terms (July 10, 2024, to July 9, 2031), with a phase-in period of 60-days (May 10, 2021, to July 9, 2021).
The anticipated contract award date is May 2, 2021, with effective date of May 10, 2021. The contract will be performed onsite at all NASA Centers, component facilities, Russia, and other Central Asian Republics supporting Russian space operations and at other location(s) as may be approved by the Contracting Officer.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
1. A Phase-in period will be conducted beginning May 10, 2021 through July 10, 2021. The Phase-in period will be Contract Line Item Number (CLIN) 1 of the contract.
2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance as described in the RFP in Section G and Attachment J-6.
3. The Government will hold a preproposal conference as described in RFP Section L.6, Virtual Pre-Proposal Conference, on September 30, 2020. Offerors interested in participating must register in accordance with instructions in Section L.6 by Tuesday, September 29, 2020 at 12 noon Central Time. Additional details regarding the virtual preproposal conference can be found on the AEGIS website at:

4. Please note a Personnel Security Clearance is required for some personnel supporting various environments in accordance with the DD Form 254, Contract Security Classification Specification. The work to be performed under this contract is up to the Top Secret level and could require some Sensitive Compartmented Information (SCI) access eligibility for personnel. Therefore, the company must have personnel that have and maintain a Final Top Secret Clearance commensurate with OPM Tier 4 and Attachment L-1, Labor Category Position Descriptions. For proposals submitted as Joint Ventures, the facility clearance must be granted in the name of the Joint Venture. All Offerors must have a DD254 form, Facility Clearance, submitted at the time of proposal submission. The facility clearance is delineated in Section L.7, Contract Security Classification Specification.
5. NASA Johnson Space Center appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.

This RFP does not commit NASA JSC to pay any proposal preparation costs, nor does it obligate NASA JSC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than 1:30pm Central Time on October 30, 2020. Past Performance Volume II is due no later than 1:30pm Central Time on October 16, 2021. Be advised, in accordance with provision L.11.6, Past Performance Factor- Volume II, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
