REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE

National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) Biomedical Information Technology, Software Development, and Informatics Support

(BITSDIS-2)

INTRODUCTION

The U.S. Department of the Interior (DOI), Acquisition Services Directorate (AQD), on behalf of the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) is seeking information for market research purposes to determine the availability of qualified businesses to provide professional biomedical informatics, data science, information technology, software development, and artificial intelligence support services for the NCI and more broadly the NIH and its support of integrated Information Technology (IT) and biomedical informatics coordination and management efforts.

This Request for Information (RFI)/Sources Sought Notice (SSN) is for market research purposes only. The information from this market research will assist the Government with acquisition planning.

BACKGROUND

The NIH’s mission is to seek fundamental knowledge about the nature and behavior of living systems and to apply that knowledge to enhance health, lengthen life, and reduce illness and disability. The NCI is one of the 27 institutes that make up the NIH, the nation’s primary federal agency for biomedical and public health research. that conducts and supports research, training, and health information dissemination with respect to the cause, prevention, diagnosis, and treatment of cancer, rehabilitation from cancer, and the continuing care of cancer patients and the families of cancer patients..

The CBIIT is an important NCI component entrusted to lead and coordinate efforts in the fields of informatics, data science, and information technology. CBIIT is defining, designing, developing, and deploying key infrastructure, standards, and application-level components of the Information Technology (IT) fabric to support a modern vision for integrated cancer and biomedical research, translational and population science, and personalized medicine. CBIIT establishes and develops the framework, infrastructure, standards, processes, and tools for data collection and management to ensure the long-term value of NCI’s investment in research through data accessibility, interoperability, sharing, and reuse. CBIIT creates mechanisms to build and support information networks enabling all constituencies in the cancer community – NCI programs, other institutions, researchers, physicians, and patients – to facilitate new discovery, integrate data, implement knowledge, make research results available for the community, minimize the burden of cancer, and improve the lives of patients.

Major ongoing NCI initiatives and programs supported under this Statement of Work (SOW) include, but are not limited to, the Cancer Research Data Commons (CRDC), and a comprehensive Clinical Reporting and Research Informatics (CRRI) initiative that include elements of the Cancer Moonshot and Precision Medicine Initiative (PMI). CRRI will include Precision Medicine Activities (PMA), Correlative Study Management (CSMS), the Clinical

Trials Reporting Program (CTRP) and CTRP’s Clinical Trials Reporting Office (CTRO), as well as Computational Genomics and Bioinformatics research and ancillary support services.

BUSINESS NEED

The objective of this requirement is to acquire contractor services that provide and deliver results-oriented solutions to enhance biomedical informatics programs across the NIH, including support to the NCI and more specifically CBIIT. The contractor services shall support strengthening the Office of the Chief Information Officer (OCIO)’s ability to effectively manage, analyze, process, and share biomedical data in accordance with NIH/HHS policies, applicable federal regulations, and scientific best practices.
