1. BACKGROUND:
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is in both
Kentucky and Tennessee and consists of approximately 125,000 acres. The park was established by Congress on March 7, 1974. The parks mission is to provide management for the National
Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, and a broad range of recreational opportunities are provided which benefit the regional economy.
Several combined years of above average rainfall coupled with a major ice storm in the Spring of
2021, and a growing backlog of deferred maintenance, have left the Lee Hollow Loop Horse
Trail in a state of major disrepair. Numerous sections are eroded severely exposing large jump-up rocks, and deep ruts. Water diversion assets have failed allowing the development of large mud bogs in low lying areas within the trail’s corridors. The overall condition of the trail loop is unsafe for horseback travel posing dangerous situations for rider and animal alike. The condition of this trail is a detrimental impact to the visitor experience at BISO. The Lee Hollow Loop
Trail is a highly utilized trail serving as a scenic loop between the Bear Creek Horse
Campground and the surrounding areas.
This project will serve to restabilize the trail corridors, repair the tread, repair drainage control devices, remove hazardous trees, and repair and replace directional signage. This project will utilize contractual obligation as well as day labor for completion. Day labor will be used for contract oversight.

3. PLACE OF PERFORMANCE:
Trail repairs will begin at the Lee Hollow Loop Trail Head and continue throughout the entire trail loop. Equipment shall be delivered to the address below:

4. PERIOD OF PERFORMANCE:
The contractor shall have no more than 14 calendar days to complete delivery of rental equipment, once the offeror receives the notice to proceed, with the only exceptions being unforeseen events beyond the contractor's control and/or delays that are caused by the National
Park Service.
5. SCOPE:
The National Park Service will contract the rental and delivery of 2 - Wacker Neuson DW50
Wheel Dumpers for use in spreading approximately 1800 tons of various sized limestone aggregate.
6. Rental Equipment Specifications:
• Equipment shall be rented for a time period of 6 months
• The equipment shall be rated at a 5-ton capacity, all-wheel drive, diesel engine, capable of multi-directional dumping
• Contracted rental agency shall be responsible for delivery, and pickup of equipment in compliance with the associated period of performance
