BISCAYNE NATIONAL PARK

PROCUREMENT OF MARINE DEBRIS EXHIBIT

I. BACKGROUND

Within sight of downtown Miami, Biscayne National Park protects a rare combination of subtropical islands, mangrove shoreline, biodiverse coral reefs, and 10,000 years of human history. The park is ninety-five percent water, and encompasses the northernmost Florida Keys, so most of the park is only accessible by boat. Marine debris is a significant issue in the park, with various debris removal projects removing a total of 36,414 pounds of debris in FY 2018 and 83,296 pounds of debris in FY 2019. The park visitor center at Convoy Point needs an exhibit that raises awareness of this issue.

II. PURPOSE

The purpose of this contract is to provide planning, design, and fabrication for a marine debris exhibit at Biscayne National Park.

III. SCOPE OF WORK

The contractor shall provide the National Park Service (NPS) with all labor, materials, equipment, facilities, and travel necessary to design, and fabricate a marine debris exhibit for Biscayne National Park. All work excluding the site visit and installation will occur offsite. All aspects of the exhibit materials and installation will be designed to sustain hurricane-force winds.

The Contractor shall:

A. Create a marine debris exhibit production ready design layout for one exhibit.

Exhibit will be in accordance with the attached NPS Exhibit Planning and Design Specifications, Architectural Barriers Act Standards, and Programmatic Accessibility Guidelines for NPS Interpretive Media.

B. All materials used for this project will be in new condition.

C. Create all text in accordance with the attached Programmatic Accessibility Guidelines for NPS Interpretive Media and NPS Exhibit Planning and Design Specifications. Content experts and reference material shall be provided during the site visit.

a. Audio descriptions for all the text will be included.

D. Design and fabricate one (1) blue-tinted plexiglass or acrylic three-dimensional wave art that can be secured 10 inches from the wall by 5 anchor points (2 on bottom, 1 per side, and 1 on top).

a. The blue wave art will fade to white at the top to look like the wave is breaking.

b. The edges of the three-dimensional wave art will be rounded, not square.

c. Hardware needs to be 316 stainless steel, and brackets need to be aluminum and powder coated with park-approved gray color.

d. The wave art will be 7 feet, 6 inches high in total.

e. The interior of the wave will have a 5 foot diameter hole

f. The width of the wave will be a maximum of 1 foot 9 inches around the upper portions. The bottom portion of the wave art will be 1 foot 6 inches, tapering off to 9 inches. The bottom portion of the wave will be flat where it rests on the ground. (See attached diagram)

g. The depth of the wave will 1.5-2 feet.

h. An easily-accessed hatch will be included in the wave to allow for cleaned marine debris to be installed in bottom of wave, and then replaced as the debris breaks down. A stainless steel latch for a padlock must be included so the hatch is secured.

i. Short, digestible facts on marine debris will be included along the inside of the wave.

E. Design and fabricate one (1) 4 foot wide, 18 inch tall blue composite wood, ADA-compliant bench with a back to sit within the wave art. (Measurements can be adjusted slightly if needed for ADA compliance.)

a. The bench will have four legs, and will sit over the bottom of the wave art, so visitors sitting on the bench will be inside the wave. (See attached diagram and illustration – note, the diagram with measurements does not have a back on the bench, but a back will still be included.

b. Bench will be bolted to the concrete with 316 stainless steel harwdare.

F. Design and fabricate one (1) 41.875” width x 23.875” high x .125” in thickness high-pressure laminate interpretive wayside panel.

a. Panel will interpret marine debris definition and include a pledge with visitor actions that aid in the reduction of marine debris. See attached (The attached illustration shows an example of what this information could look like, although the dimensions are incorrect for a wayside.)

b. Panel will be printed on both sides so the back serves as a spare.

c. Panel will be in accordance with the attached NPS Exhibit Planning and Design

Specifications and Programmatic Accessibility Guidelines for NPS Interpretive Media

d. Panel will include a QR code for quick access to audio description and the park website.

G. Fabricate a low-profile aluminum base for interpretive wayside panel to the left of the wave and bench exhibit.

a. Base will consist of two 92” long 3”x 3” extruded aluminum posts with a .125” sidewall thickness and an aluminum cap welded and ground smooth on top of each post; each post is 68” long from the bottom of the post to the 45-degree cantilever plus an additional 23.875” for a total of 92 inches.

b. Threaded aluminum inserts will be installed into each post to simplify installation of the frame; an extruded aluminum frame .125” in thickness surrounds the entire panel for added strength, protection and aesthetic appearance; the extruded frame has 45-degree mitered corners and will attach to the posts with 316th stainless steel hardware.

c. This exhibit base will have a full protective aluminum back plate .125” in thickness protecting the image printed on the back side of the panel.

d. The entire exhibit base system will be powder coated with a textured, blue powder coat to improve weather resistance and aesthetic appearance.

e. Frame on base will consist of an extruded aluminum frame that surrounds the entire sign panel; the frame has a removable top frame member that allows you to slide out the sign panel for replacement or to flip it over to reveal the back side of the panel.

f. See attached wayside diagram for low-profile base diagram.

g. Base will be bolted to the concrete with 316 stainless steel hardware.

N. Install wave, bench, and interpretive wayside panel and base.

a. No company signs shall be installed on government property during installation.

b. Smoking and eating will be performed in areas designated by the park.

c. Contractor employees shall wear appropriate clothing at all times. A company shirt with the company name, name tag or badge will be worn at all times in order to identify contract personnel.

d. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor (except the removed overhead doors).

e. Contractors will notify NPS staff of scheduled site visits.
