Specifications Coral Reef Restoration Vessel Purchase

Biscayne National Park

Purpose:

Purchase a new vessel to implement the Interior Region 2 Coral Reef Resource Stewardship Strategy at Biscayne National Park.

Products and submittals:

This scope of work provides the specifications of a durable, 26-29’ center console capable of serving as a dive platform; transporting personnel; and carrying restoration equipment/materials, buoys, and marine debris.

Vessel Specifications:

a) Hull length: 26’-29’

b) Hull beam: minimum 8.5’

c) Hull material: fiberglass or aluminum

d) Hull design: catamaran, deep vee, or modified vee

e) Engine configuration: twin engine on bracket

f) Horsepower: 400hp-600hp.

g) Hard top with electronics box

h) Fiberglass center console with windshield and integrated storage

i) Leaning post with backrest and integrated storage

j) Tee top/leaning posts/console should be anchored to deck using through bolts into aluminum backing plates under deck, for a secure long lasting bond.

k) Hydraulic steering system

l) Electric Lenco hull trim tabs

a. Minimum 12”

b. Control mounted on center console to right of wheel and above throttle controls

m) GPS chartplotter with sonar and radar installed to include:

a. South Florida local area maps

b. Transom mounted tranducer

c. Minimum 8” screen

n) VHF radio installed

o) Marine compass installed

a. Flush mount

b. Color: Black

p) Anti fouling bottom paint system

a. epoxy barrier coat applied to 4” above waterline

b. Color: Black

q) Single bow eye and two (2) stern eyes

r) Side-entry dive door

s) Rear dive ladder

Fuel System

a) Depending on hull configuration, single or double non-integral fuel tank/s shall be installed complete with fill, vent, 12V sender and fuel level gauge on console. Fuel tank shall be built from

14” plate, pressure tested to 4PSI and bolted into hull framing using doublers and stainless-steel fasteners.

b) Single of double fuel filter/water separator installed complete with shut off valve.

c) 12V 140 CFM bilge pump blower installed in fuel tank compartment.

d) Fuel System shall comply with U.S. diurnal emission standards.

Electrical System

a) All electrical cable shall be marine grade copper tinned boat cable and labeled for each circuit.

b) Cable should be routed in wireways wherever possible. Wherever exposed to potential damage, cables shall be protected with rubber.

c) Electrical cable shall be marked in accordance with the American Boat & Yacht Council.

d) All electrical cables shall be marked in accordance with the markings in electrical drawings.

e) All electrical switches shall be of heavy-duty type and properly insulated.

f) The electrical system shall be grounded. In any case the hull shall not be used as part of a galvanic feeding loop.

12V DC Accessories

a) One (1) 12V 6 position waterproof distribution panel shall be installed on the console.

b) One (1) 12V self-parking windshield wiper shall be installed on the forward windshield. Each wiper consists of a fully sealed, two speed marine rated wiper motor fitted with a heavy duty pantographic wiper arm with adjustable tension and matching blade.

c) One (1) 12V air trumpet horn shall be installed with momentary push button on dash.

d) One (1) or two (2) 12V 2200 GPH bilge pump/s (depending on hull configuration) shall be installed with auto float switch.

Lighting

a) Navigation lights shall be installed to USCG requirements.

b) One (1) 12V LED red/white dome light shall be installed over the operator.

c) Two (2) LED flood lights shall be installed on the hard top roof.

Trailer

Vendor shall provide one heavy duty aluminum 7,500 lb capacity tandem axle bunk trailer complete with surge disc brakes on both axles, 2-5/16” ball receiver, manual strap winch, safety chain, heavy duty jack stand, DOT approved lighting, spare tire with carrier.

Documentation

a) One (1) Operation & Maintenance Manuals shall be provided with the craft. Includes OEM technical literature for all supplied equipment, operator/safety instructions, as- built boat drawings, as-built electrical system drawings.

b) Original Bill of Sale and manufacturer’s statement of origin documents shall be delivered with the boat conveying free and clear title(s).

Warranty

All equipment installation and aluminum construction shall have a warranty of minimum of one year against any defects from the time of the vessel put in service.

Propulsion Options

Biscayne National Park currently powers its fleet with Mercury engines. Multiple contract options are available for this vessel purchase. Vendor proposals should clearly identify which propulsion option is included with the proposal. The vendor may include multiple propulsion options in the proposal and should indicate differences in delivery date (if any) for different options.

a) Option 1: To ensure consistency across the fleet, vendor should provide pricing for rigging and installing Mercury Verado V6 or V8 four stroke engines, in the horsepower range and shaft length appropriate for the specific vessel.

b) Option 2: If the vendor is not able to provide these engines, the vendor can provide pricing for Mercury pre-rigging to accept twin customer supplied Mercury Verado four stroke outboard engines (horsepower and shaft length to be determined based on vessel purchased). Vendor shall be responsible for the purchase and installation of a complete gauge package, fuel management system, binnacle controls, key switch panel, power trim and tilt controls, and harness. The pre-rig shall include the installation of hydraulic steering helm and cylinder, as well as two (2) group 27 AGM starting batteries with selector switch.

c) Option 3: If the vendor is not able to provide a Mercury pre-rig, the customer will be responsible for all rigging and engine installation.

Period of Performance and Delivery

The vessel and trailer are expected to be delivered to the customer within eight (8) months of award.

This is subject to change depending on vendor proposals and current manufacturing lead times.
