Bioenvironmental Inspections BPA
Performance Work Statement
13 August 2026
SECTION I: DESCRIPTION OF SERVICES
1.1 Scope of Work
The Contractor shall provide all personnel, labor, vehicles, supervision, training, tools, Personal Protective Equipment (PPE), agricultural-grade pesticides, washdown/application equipment, and other items necessary to perform professional biosecurity inspections, chemical pesticide treatments, and post-treatment certification on deployable military equipment, vehicles, and assets.
The primary objective of this contract is to safeguard the national agricultural economy, natural resources, and native ecosystems of the United States and Partner Nations (PN) from the introduction, establishment, and spread of invasive species, pests, and plant/animal pathogens in accordance with Executive Order 13751 (amending Executive Order 13112). All services must ensure that treated military materiel and gear successfully clear United States Customs and Border Protection (CBP) and local Partner Nation quarantine and cleanliness inspections.
1.2 Performance Requirements & Technical Specifications
Requirement Specification / Metric
Period of Performance (PoP)
Thirty-six (36) months from date of award.
Response & Mobilization Time
Within ninety-six (96) hours of formal notification/request by the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
Pesticide Standards
Science-based, Environmental Protection Agency (EPA)-registered, and Department of Defense (DoD)-approved pesticides, insecticides, or herbicides designed to eradicate target vectors, insects, weeds, fungi, and pathogens.
Efficacy Warranty Minimum seven (7) day warranty from the date of application.
Reporting & Deliverables
Maintain and provide comprehensive digital records of all services rendered, including chemical application logs, dates, and asset identifiers.
1.3 Responsibility Matrix & Workflow
To ensure maximum chemical efficacy and clear accountability, the biosecurity preparation and treatment workflow is strictly divided between the Government and the Contractor. Pesticides must not be applied over dirt, mud, heavy grease, or organic debris.
Workflow Phase
Government (Military) Responsibilities Contractor Responsibilities
Phase 1:
Physical Prep (Washdown)
Perform physical deep cleaning prior to treatment:• Vacuum/sweep vehicle interiors and compartments.• Clean battery casings and boxes.• Remove dual wheels/spare tires for wheel well cleaning.• Wash all payloads, canvas, and personal gear.• Clear radiators and engine bays of vegetative debris.• Open and clean all collapsible joints and hinges.
No action required during this phase.
Phase 2: Joint Quality Inspection
Present the physically cleaned assets to the Contractor and COR for joint inspection.
Perform Joint Inspection with COR:
Verify assets are free of organic material, soil, standing water, and heavy grease.• Accept the asset in writing if standards are met.• Reject the asset in writing to the COR if standards fail.
Phase 3:
Remediation (If Rejected)
Re-clean rejected assets at the Government's expense until agricultural cleanliness standards are met.
No action required until the asset is re-presented for a new joint inspection.
Phase 4:
Chemical Application
No action required during this phase. Apply DoD/EPA-approved pesticides to accepted assets.
Phase 5:
Certification & Warranty
No action required during this phase. Provide minimum 7-day warranty and certify asset for transport. Re-treat at no cost if faulty application is discovered within 7 days.
1.4 Post-Treatment Staging & Pest-Free Area (PFA) Maintenance
• PFA Staging: Immediately following chemical treatment and certification, assets must be moved to the designated, paved, and secured Pest-Free Area (PFA) to await embarkation.
• Re-contamination Protocols: Treated assets must not be stored beneath trees, overhanging vegetation, or near unpaved fields. If an asset is removed from the PFA or becomes re-contaminated prior to transport due to Government movement, it shall require a complete military re-washdown and a new Contractor inspection/treatment at the Government's expense.
1.5 Hazardous Waste Disposal
• Disposal Compliance: The Contractor shall transport and dispose of all generated chemical or hazardous waste at a permitted, off-base disposal site.
• Licensing & Permits: The Contractor is responsible for all permits, fees, and compliance requirements associated with off-base disposal.
• Documentation: The Contractor shall provide a copy of the operating permit for the destination landfill(s) to the Contracting Officer (CO) upon request and maintain disposal records for a minimum of three (3) years.
SECTION II: GOVERNMENT FURNISHED PROPERTY & SERVICES
2.1 Base Access (Guam)
The Government will sponsor Defense Biometric Identification System (DBIDS) credentials and base access passes for all qualified Contractor personnel to operate at the designated treatment zones on Andersen Air Force Base, Guam.
2.2 Site Allocations
The Government authorizes the Contractor to establish mobile chemical treatment stations at the following two (2) designated locations on Andersen AFB, Guam:
1. Flemming Heights dormitory parking lot
2. Vehicle Management (VM) "Back 40"
