SUBJECT: USAID/PHILIPPINES SOURCES SOUGHT NOTICE
TITLE: Market Research for USAID/Philippines Biodiversity and Climate Change Activity – Tracking Number: 72049223SSN00001
ISSUING DATE: May 26, 2023
CLOSING DATE: June 26, 2023 - 2:00 PM (Philippine Time)
The United States Agency for International Development's Mission to the Philippines (USAID/Philippines) is developing a new five-year Activity on biodiversity conservation that will address the related issues of biodiversity loss and climate change. The Activity will improve enabling environments for strengthening key institutions, and leveraging private sector investments and financing for nature-based conservation, adaptation, and mitigation. Subject to availability of funds, USAID anticipates implementing this Activity for five (5) years.
Through this Sources Sought Notice (SSN), USAID/Philippines is seeking to learn the capabilities, interest, and recommendations from all relevant parties within the Philippines and internationally, e.g., US or non-US nongovernmental organizations, universities, consortia, and for-profit entities. Respondents from all sectors including non-government, non-profit, for profit, academic and research institutions, and civil society are encouraged to respond to Attachment 1 of this SSN.
NOTE:
This is an SSN only. It is not a Request for Proposals, a Request for Quotations, an Invitation for Bids, a Solicitation, a Request for Applications, a Notice of Funding Opportunity nor an indication that USAID/Philippines will make an award in the areas of interest mentioned in this notice. This SSN is an attempt to reach out to the market to determine the scope of Philippine organizations’ capabilities and interest and will be treated as information only. The requested information will not be released publicly. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Responses to any or all questions in this SSN are voluntary. USAID will not pay respondents for information provided. Responses to this SSN will not be returned and respondents will not be notified of the result of USAID’s review. Respondents and non-respondents should visit grants.gov and sam.gov regularly for updates or solicitations regarding USAID funding opportunities.

ATTACHMENT 1 - RESPONSE INSTRUCTIONS
Responses must be in English and submitted as a Microsoft Word document. Use 8.5” by 11” size paper, single spaced, with 12-point font, Calibri (or other non-serif font), with one-inch margin on all sides.
Responses should be emailed with the attached Response file to manila-roaa-rfa@usaid.gov with the subject line “SSN: Biodiversity and Climate Change Activity - Organization Name “ by the closing date above. Send only one email with one attachment. Do not send CVs, brochures, project completion reports, or any other material either within the email or as an attachment.
Responses to this SSN must not exceed 6 pages and must include the following:
1. A table that contains the following information:
● Organization name and address.
● Organization point of contact, title/position, mobile and landline numbers, email address and website (if applicable).
● Summary list of key/major programs or projects you have implemented or currently implementing related to biodiversity conservation, climate change mitigation and/or adaptation and private sector engagement; and
● A brief statement that indicates the organization’s interest in this funding opportunity.
2. Response to the following questions:
● What is your organization’s experience implementing nature-based solutions (NBS) that resulted in improved biodiversity, climate change (mitigation and/or adaptation) and positive socio-economic outcomes? Please cite specific outcomes.
● Have you implemented a business model that supported nature-based solutions?
Share your experience especially with what works best in implementing such a model.
● For the objective of climate mitigation through natural climate solutions in forestry and coastal areas of the Philippines,
● If given a goal of sequestration of carbon with a co-benefit goal of protecting or promoting biodiversity, what activity would you propose that achieves those goals at the lowest cost per tCO2e mitigated or sequestered per year?
● Have you engaged in that activity in the Philippines or elsewhere?
● Are you basing your proposal on evidence from other organizations, and if so, what organizations and where were the strategies implemented?
● What would you expect to be the rough cost in U.S. dollars per tCO2e mitigated or sequestered per year, and what are the reports or academic papers that detail how those costs were estimated?
● Aside from corporate social responsibility (CSR), can you share your approach in successfully engaging with the private sector that resulted in increased investments implementing nature-based solutions?

● For the specific objective of climate adaptation for poor, coastal and riverbank households most vulnerable to typhoons and other extreme weather events, have you worked in similar communities with an approach similar to the “Graduation” program1? What livelihoods would you promote for such households that (a) build economic resilience by raising reliable household income uncorrelated (or negatively correlated) with climate risk, and (b) are environmentally neutral at minimum and environmentally beneficial at best? Do you have experience promoting these livelihoods in the Philippines or elsewhere or are you basing your proposal on market analysis and knowledge and experience of other entities?
● What important criteria can you suggest in selecting geographic priorities where successful NBS can be implemented in addressing both biodiversity loss and climate change (mitigation and/or adaptation)?
Thank you for your interest in USAID programs.
Sincerely, Howard Weston Contracting/Agreement Officer Regional Office of Acquisition and Assistance USAID/ Philippines, Pacific Islands, and Mongolia
