ATTACHMENT C

MANDATORY CRITERIA

Listed below are mandatory qualification criteria. The qualification criteria establish conditions that must be met in order for the proposal to be considered for award.

Offerors are expected to have demonstrated experience with the following standards and specifications. The most recently published versions apply in all cases.

1. National Information Standards Organization. ANSI/NISO/LBC Z39.78-2000 (R2018) Library Binding. Baltimore, MD: NISO Press, 2018.

2. National Information Standards Organization. ANSI/NISO Z39.48-1992 (R2009) Permanence of Paper for Publications and Documents in Libraries and Archives. Baltimore, MD: NISO Press, 2010.

3. American National Standards Institute. ANSI L29.1-1977 (R1984) Fabrics for Book Covers.

4. Merrill-Oldham, Jan and Paul Parisi. Guide to the ANSI/NISO/LBI Library Binding Standard. Chicago, IL: American Library Association, 2008.

TECHNICAL EVALUATION CRITERIA

The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes.

The technical proposal should be as complete and specific as possible. The technical merits of each proposal will be carefully evaluated in terms of the requirements per the Statement of Work (SOW) and in relation to the criteria listed below.

A. Understanding of the Requirement and Technical Approach (45 Points)

Offerors shall submit a logical and detailed description of all aspects of the work to be performed. Among the topics to be included are: procedures for transporting NLM materials, description of binding workflow, quality control procedures, proper handling of NLM materials, the identification and resolution of problems, technical specifications of all papers, coverings, boards, threads, and adhesives used by the offeror, including brand names, and lists of any procedures that incur -special handling charges.

Proposals will be evaluated based on the following:

(1) Clarity, thoroughness, and practicality of approach with regard to meeting the Library’s requirement.

(2) Recognition of potential difficulties and soundness of proposed solutions.

(3) Appropriateness and quality of the materials used in the binding process

(4) Appropriateness and adequacy of methods proposed for ensuring technical quality and timeliness of deliveries.

B.

Corporate Capability and Past Performance (30 Points)

Offerors shall describe their management plan and corporate qualifications, including the following:

(1) How corporate management will ensure consistent and timely delivery of work which meets NLM specifications

(2) How corporate management will secure qualified staff and ensure staffing continuity

(3) How the company will allocate overall resources for this project

(4) A description of the facility where the binding will be done, with specific references to environmental conditions, disaster preparedness and security

(5) A complete listing of the binding equipment to be used, including for each piece of equipment, manufacturer name, make and model number, date of most recent servicing or repair

(6) A description of the vehicle(s) to be used for the transport of NLM materials

(7) A description of the automated binding program, along with sample reports and invoices

(8) At least three (3) references, including contact information, of clients for whom the offeror has performed library binding of a comparable quantity, quality and complexity as required by this project within the past five (5) years and a description of the work performed;

(9) Certificate of liability insurance.

Proposals will be evaluated based on the following:

(1) Adequacy and quality of resources that will be committed to the project as reflected in the completeness, practicality and feasibility of the proposed management plan and allocation and delineation of authority

(2) Evidence of capability to produce the amount of binding required by NLM

(3) Evidence of equipment adequate for performing all the types of binding required by NLM

(4) Evidence that the transport vehicles and facility where the work will be done provide adequate protection for NLM materials

(5) Evidence of disaster preparedness and facility security

(6) Evidence of at least three (3) years’ worth of successful prior experience within the past five years in the management and completion of similar projects

(7) Availability of liability insurance coverage of a minimum of $225,000.

C. Personnel (25 Points) Offerors shall submit a detailed staffing proposal, including the names and qualifications of individuals proposed for this project. The Project Manager shall have demonstrated experience with managing library binding contracts. The Plant Manager should have demonstrated experience in managing a library bindery. All proposed management staff should have specialized training in library binding and be familiar with relevant library binding standards. Offerors must include:

(1) Staff positions (type and level) and their duties

(2) Assignment of managerial, supervisory, and quality assurance responsibilities

(3) Designation of position to serve as liaison to NLM Project Officer

(4) Resumes for individuals proposed to fill key positions on this project.

Proposals will be evaluated based on the following:

(1) Clarity, relevance, and specificity of the staffing proposal

(2) Adequacy of the type/level of each position in relation to the tasks to be performed by the individuals in that position

(3) Qualifications of individuals proposed to work on the project.

TOTAL POINTS POSSIBLE 100 Points

Evaluation of Sample Volumes

Offerors receiving 70 or more technical points and a determination of price reasonability may be required to submit sample bound volumes for evaluation prior to source selection. The volumes must be bound from materials provided by the Library for this purpose. The sample will consist of:

(1)

Monograph - with pocket or other material to keep insert secure within the bound volume

Serial - sewing through the fold
(3)
Serial - double-fan adhesive bind
(4)
Recase
(5)
Portfolio
