FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH (STATE
AUTHORITY E.G., 10 U.S.C. 2304 (C)(1) OR 41 USC 253)
Requisition Number: DJF-22-2200-PR-0002496
Date: 10 FEB 2022 Estimated Contract Dollar Value:
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation, Critical Incident Response Group, Tactical Section, has prepared this justification for other than full and open competition for Bill Wiseman and Company.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The action being justified is a sole source acquisition.
3. A description of the supplies or services required to meet the agency’s needs.
The NTTU sniper observer is tasked to provide long-range precision fire capabilities for a myriad of mission sets. The sniper weapon systems are expected to maintain high levels of precision and accuracy in order to support these FBI missions. The current FBI sniper and assault weapon systems require muzzle brake replacement and suppressor installation. They require additional maintenance and precision testing. Replacement bonded ammunition and constant ammunition evaluation is required to maintain the highest level of operational readiness and success. The sniper weapon system replacement is the next project of evaluation by NTTU. During and after this work the gunsmiths are expected to conduct accuracy and precision testing to ensure the scope, ammunition, and weapon system meet the minimal requirements for Agent use. Currently a gunsmith is expected to shoot the groups and then use manual calipers to measure each group. This is a slow, inaccurate, time consuming, and provides less-than-ideal data collection and poor weapon information to the FBI tactical operator. Enabling the gunsmith to use an automated system to fire the weapons, it would put significantly less strain on them physically and mentally, and allow them to fire a significantly higher number of weapons in a time period than they are currently able to complete.
4. The statutory authority permitting other than full and open competition.
Requisition Number: DJF-22-2200-PR-0002496 Version 1.0 Page 2 of 3
The statutory authority for conducting this acquisition is 41 U.S.C. 253 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
Bill Wiseman and Company is the only vendor that is recommended by Naval Special Warfare Crane, DOD Special Mission Units at Fort Bragg and Damneck, USMC sniper program, and FBI Ballistic Research Facility (BRF). The company universal receiver is the only fixture used by these entities due to a lack of alternative options and due to the quality and reputation of the company’s equipment. Additionally, the Wiseman fixture contains a simple and safe pressure button that fires the weapon using compressed air. The systems simplicity and reputation make it the only reputable option that has the safety features to manipulate weapon systems.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
FBI representatives will continue its market research and meet with vendor representatives to find compatible products.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The value of this contract will be approximately $xxxxx. The contracting officer will determine if the price negotiated for this acquisition is fair and reasonable. The determination of the fairness and reasonableness of the price will be based on an analysis of the contractor’s proposal.
8. A description of the market research conducted and the results.
Extensive internet searches were conducted, trade shows have been attended, and numerous national and international peer units were queried to determine solutions to this requirement.
The market analysis resulted in identifying one contractor that could meet the aforementioned NTTU specific program need – Bill Wiseman and Company.
9. Any other facts supporting the use of other than full and open competition.
To Address the National Tactical Training Unit’s (NTTU) sniper program’s requirement for the purchase of 1 (one) universal receiver system that integrates the ability of the test fixture to fire cartridges from the FBI’s different sniper and assault weapon systems, to include: 5.56, 7.62, 6.5mm, and .338 calibers. The purpose is to ensure the safe and reliable function of the tactical section weapon (rifle) systems and collect data for the testing and development of bullet’s that meet the NTTU requirements, in conjunction with the FBI Ballistic Research Facility.
Additionally the equipment will ensure the built, serviced, and maintained weapons of the

Tactical Section program are meeting the requirements for Agent use. Due to the stringent requirements of the weapon systems to maintain a one minute of angle (MOA), which is approximately a one inch group at 100 yards, an effective measuring system is required.
The system must meet the following requirements:
Test-firing universal fixture, to include the receiver, mounting system and raceways that are required for use
Ability to fire all the FBI rifle weapon systems in a fixture (i.e. M4, Larue PredatOBR 7.62, Surgeon 6.5mm, etc.), while maintaining the precision capabilities of the weapon system, which is typically under 1 inch at 100 yards or 1 minute of angle for the sniper weapon systems.
A windage and elevation adjustment base piece is required to attach to an existing firing bench.
A system that safely initiates the firing of the weapon is required that is easy and simple to operate and does not negatively impact the weapon’s precision.
The system must be simple to operate, safely contain a weapon system up to .50 caliber that can be fired safely and accurately for ensuring a weapon is operationally capable within the FBI standards.
The system must also provide the ability to add additional weapon systems at a later date without replacing the entire universal receiver fixture.
The system must provide repeatability and rapid fire, to include the adjustment of the recoil mitigation to simulate a shooter’s recoil
The Bill Wiseman & Company, “Complete AR Rifle Test Fixture - Hold A Partial of Rifles"outlined is the only system in existence that meets these requirements for NTTU. This system is manufactured in the USA. Due to the unique requirements of this acquisition this is the recommended manufacturer.
10. A listing of any sources that expressed a written interest in the acquisition.
Not applicable.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
FBI representatives will continue its market research and meet with vendor representatives to find compatible products.
