All personnel must be U.S. citizens with valid RAPIDS ID or CAC cards for base access and TWIC credentials. The contractor is responsible for furnishing all protective coverings, fire watch personnel and equipment, environmental protection measures, hazardous waste management, and compliance with OSHA standards and all federal, state, and local environmental regulations including SPCC Plan procedures, NPDES Storm Water Permit requirements, and Air Emission Permits. A visual inspection of bilge surfaces must document any corrosion or paint system damage, and the contractor shall conduct pre- and post-work operational tests of bilge sensors and alarms in the presence of Coast Guard personnel. All work must comply with SFLC Standard Specification 0000 (2018) and SSPC-SP 11 (2012).
