BigCamp Timber Sale Marking Contract Summary

This is a timber sale prescription and marking contract issued by the Michigan Department of Natural Resources Forest Resources Division in partnership with the US Forest Service for the Hiawatha National Forest—West Zone. The contract requires marking and volume estimation (cruising) of 382.9 acres across ten payment units located in T44N Range R17W near Colwell Lake north of Steuben, Michigan. The work encompasses single tree selection harvests, two-aged shelterwood treatment, and improvement cuts across stands dominated by northern hardwoods (sugar maple, red maple) with basal area targets ranging from 40 to 90 square feet per acre. Contract work may begin immediately and must be completed by October 1, 2025. The contractor must furnish all labor, materials, equipment, tools, instruments, supplies, transportation, and professional services, including forest service-certified timber cruising for all payment units except unit 8, which will be plot cruised by the Forest Service post-marking.

The contract specifies detailed timber marking specifications including marking symbols, minimum diameter breast height (DBH) thresholds, and product classifications (pulpwood and sawtimber). All timber cruising must be performed by individuals meeting Region 9 Forest Service Cruising Handbook standards, with proof of certification required at quote submission. Contractors must submit written documentation of cruiser certification, active federal timber cruising within the previous calendar year, and confirmation of passing both written and field timber cruising tests. Paint lines are included in the bid and will be supplied from the Rapid River Workstation; contractors must coordinate their work schedule with US Forest Service availability. Key deliverables include a list of personnel marking or cruising each unit, a summary of paint used, and all data (cruise and GPS files) submitted to the US Forest Service. This Good Neighbor Authority contract is administered by the US Forest Service, with Matt Manders (MandersM@michigan.gov, 906-202-5453) serving as the local contact.

PRESCRIPTION

1-4 - This is a sugar/red maple stand well stocked in several size classes. Do not mark for removal any cedar, white pine or hemlock unless they present a clear safety hazard. Neither the common stand exam data nor the walk-through noted any cedar and only scattered white pine and hemlock.

Note the wildlife requirements for live den trees and snags. Also notify Kyle Hampton if you find any raptor nests (especially) goshawk activity.

The priority of marking will be balancing the size class distribution. The stand is heavily stocked so mark to 90 BA in this stand concentrating on removal of trees mostly in the 6 through 20-inch diameter classes. Use the chart and graph below for guidance on trees to remove by diameter class; but quality trees are always more important than diameter distribution.

2 of 8 R4038 (Rev. 09/7/2021)

Trees larger than 20” DBH should be left (often as existing cavity trees); the stand is just at the desired stocking for the 22 and 24 inch diameter classes. If a large diameter tree, especially maple, has the start of a cavity on the bole, leave it as part of the live den tree requirement but count it towards the 90 BA.

Mark to create 2 to 4 canopy gaps per acre (larger gaps = fewer/acre, smaller gaps=more/acre). Gaps should range from 30 to 55’ in diameter (in the canopy), with larger gaps located adjacent to any black cherry, yellow birch or white pine. Roughly 8% of the stand should be in new gaps.

Third priority is to improve stand quality by removing trees (in order of precedence): 1) that won’t make it to the next entry; 2) defective trees that won’t increase in value any longer unless left for wildlife; and 3) trees with poor form. Most of this priority can be achieved when selecting for diameter distribution or canopy gap locations.

Residual BA should be 85-95 sq. feet in trees greater than 5” DBH (BA will be lower in and around canopy gaps and higher away from gaps).

6 – Single tree selection. This is a sugar/red maple stand well stocked in several size classes. Do not mark for removal any cedar, white pine or hemlock unless they present a clear safety hazard. Neither the common stand exam data nor the walk-through noted any cedar or white pine and only few hemlock.

Note the wildlife requirements for live den trees and snags. Also notify Kyle Hampton if you find any raptor nests (especially) goshawk activity.

The priority of marking will be to begin balancing the size class distribution. The stand is well stocked so mark to 80 BA concentrating on removal of trees mostly in the 6 through 14-inch diameter classes. Use the chart and graph below for guidance on trees to remove by diameter class; but quality trees are always more important than diameter distribution.

3 of 8 R4038 (Rev. 09/7/2021)

Trees larger than 14” DBH should make up only a small portion the removals. The occasional removal in the 18 and 20 inch classes may be suitable for some of the required canopy gaps. If a large diameter tree, especially maple, has the start of a cavity on the bole, leave it as part of the live den tree requirement but count it towards the 80 BA residual goal.

Mark to create 2 to 4 canopy gaps per acre (larger gaps = fewer/acre, smaller gaps=more/acre). Gaps should range from 30 to 55’ in diameter (in the canopy), with larger gaps located adjacent to any black cherry, yellow birch or white pine (should any be found).

Residual BA should be 75-85 sq. feet in trees greater than 5” DBH (BA will be lower in and around canopy gaps and higher away from gaps).

8 – Two-aged shelterwood. Mark to leave 40 BA of a combination of evenly spaced maple and black cherry; leave aspen only where it is needed to reach the 40 BA residual goal. Try to leave trees with good crowns that will survive and be able to produce seed. Reserve hemlock; counts as part of the residual BA goal.

10 – Improvement cut. Mark to 80-90 BA of residual stocking; mark to 90 where existing stocking is 140 BA or greater.

Mark to release the best quality trees of any species but with a preference for maple; try to keep any black cherry, white pine or yellow birch that looks like it will be able to persist for the next 20 years; very little of any of these noted in the walk-through. Clearcut the aspen inclusion on the east end; should be laid out or at least cruised separately because of the difference in treatment.

TIMBER CRUISING SPECIFICATIONS

CRUISE DESIGN

Cruising of federal timber shall only be done by individuals that meet Region 9 Forest Service Cruising Handbook (FSH 2409.12) and Qualified Cruiser Reference Guide Standards. See BOA page 8, section C. Along with quote for this RFQ, Quoter must submit written proof of certification to cruise Federal timber containing the signature of a Forest Service individual qualified to grant such certification, proof that they have actively cruised federal timber within the previous calendar year, and a personal letter stating that they took and passed both a written and field timber cruising test administered by the Forest Service.

Individuals not currently qualified as cruisers but wanting to submit a quote on this RFQ may contact the Technical Contact person (Tiffany Jastrzemski, 906-202-5532) to request information regarding the location of the Hiawatha NF Timber Cruising Field Plot (located west of Raco, MI) and may schedule to take the written exam at the Rapid River or Munising Ranger District Offices (8181 US Highway 2, Rapid River, MI or 400 E.

Munising Ave, Munising, MI). Options to take the exam at any Forest Service District Office in Michigan or Wisconsin may also be possible, upon request. The Forest Service is only administering the exam, not providing cruiser training.

All Payment Units are of the Sample Tree Measure variety – all trees to be removed will be tallied. Not all species will be sampled separately. The species of your sample tree is the species that will be recorded. To avoid bias and clumping of tallies, a random start should be used for each sample group at the start of marking in each Payment Unit. Select a random interval that is less than the required sampling interval for the first tally in each sample group. Thereafter, sample at the specified sampling interval.

For Example: Sample Group X has a sampling interval of 1:25 (cruise 1 in every 25th tree tallied). Contractor would cruise the 5th tree when starting payment unit and, thereafter, cruise the 26th tree, the 51st tree, etc…

**Payment Unit 8 will be plot cruised by the Forest Service after marking is completed. The contractor will not be cruising unit 8.
