About this file
This is a Special Project Specifications document prepared by McDuffie County Board of Commissioners in Thomson, Georgia for the renovation of the restroom facility at Big Hart Campground & Recreation Area. The scope of work includes repair and replacement of the roof, skylights, walls, ceilings, soffits, fascia, trim, doors, and siding. The project encompasses several major components: selective demolition of existing roofing systems, skylights, and damaged framing members; structural carpentry including replacement of rafters, fascia, trim, and ADA-compliant privacy screens; installation of new metal doors with closers, handles, and locks; roofing work involving removal of asphalt shingles and installation of 24-gauge metal roofing with flashing and ridge caps; and interior and exterior painting. Contractors are required to submit two sets of manufacturer specifications for any "or equals" proposed in lieu of name brands within fifteen days prior to commencing work. The renovation must be conducted to minimize disruption to the active recreation area and its users. A site walkthrough will be provided to prospective bidders at the restroom building by the owner, and contractors must provide instruction to government personnel on building use and maintenance before occupancy.
Payment structure includes mobilization as a lump sum item with staged reimbursement based on earned work percentages, with 50 percent paid when 5 percent of the original contract amount is earned from other bid items and the remainder paid upon project completion. Bid items are structured as lump sum payments for mobilization, selective demolition, rafter and structural components, and roof removal and replacement, with lineal feet measurements for fascia and square feet measurements for privacy screens, roof decking, interior and exterior painting. All materials must be delivered in original, unopened containers with intact labels, and contractors bear full responsibility for structural repairs damaged during demolition. Environmental and safety requirements include compliance with OSHA regulations, proper hazardous material handling, temperature and weather restrictions for painting applications, and nightly removal of flammable compounds from the building.
