About this file
This file is a vendor self-service instruction document from the State of Maine's AdvantageME procurement system related to an RFQ for 8,000 new treated rail cross-ties. The document outlines the procedural requirements for vendors participating in this solicitation, including guidelines for submitting questions and responses. Vendors must use the Question and Answer link on the Solicitation Details View page to submit inquiries, and all answers will be posted in the same location. The vendor is responsible for logging into the system to review all posted questions and answers prior to bid submission. Questions submitted more than 48 hours before the bid closing deadline will be considered valid; any questions submitted after this timeframe will not be accepted. Vendors may submit quotes at any time during the open submission window through the AdvantageME VSS system.
The document emphasizes that vendors who submit quotes early should monitor the system periodically before the due date to ensure they have reviewed all newly posted information. This instruction file does not contain specific information regarding pricing terms, set-asides, incumbent contractors, funding sources, or contract award dates. The focus is primarily on establishing clear communication protocols and vendor compliance procedures for the rail cross-ties procurement process.
