About this file

This is a bid notice issued by the City of Westminster, Colorado, Public Works & Utilities Department for the Big Dry Creek 54-Inch Interceptor Sewer Rehabilitation Project using a Construction Manager at Risk (CMAR) delivery method. The project involves repair and replacement of a 54-inch interceptor sewer line. Prospective contractors are invited to submit qualifications and proposals for this public works project. The notice establishes key deadlines for contractor submissions, site visits, and pre-bid meetings to allow bidders to review project conditions and specifications. The City will evaluate responses based on contractor experience, qualifications, and proposed methodologies for executing the sewer rehabilitation work.

The project is funded through the City of Westminster's Public Works & Utilities budget and capital improvement program. Contractors should be prepared to demonstrate relevant experience with sewer rehabilitation and replacement projects of similar scope and scale. The CMAR delivery method allows for collaborative project planning between the City and the selected contractor, with cost and schedule defined prior to construction commencement. Interested parties should carefully review all project documents, attend the pre-bid conference if applicable, and submit complete responses by the specified deadline to be considered for award.

Check-in will begin at 8:30 AM.

Overall Project Information:

The City anticipates selecting a Construction Manager at Risk (CMAR) for the Big Dry Creek 54-inch Interceptor Rehabilitation Analysis and Design Project. The 54-inch BDCIS collects wastewater from the northern portion of the City and conveys it to BDCWWTF for treatment.

Recent CCTV inspections have identified significant portions of the 54-inch BDCIS that require rehabilitation to address deteriorated pipe conditions. Design is currently at 30%.

The Big Dry Creek 54-inch Interceptor Sewer (BDCIS) system consists of approximately 3,520 linear feet of 54-inch reinforced concrete pipe (RCP) extending from Manhole 9533 to Manhole 9228 (Diversion Structure No. 1). The interceptor is located primarily within the Big Dry Creek Open Space and Farmers Reserve and Irrigation Company (FRICO) generally follows the Bull Canal alignment, as shown in Figure 1.

Figure 1: Big Dry Creek 54-inch Interceptor System Overview

The 54-inch interceptor is located within a 30-foot-wide sewer easement owned by the City of Westminster, which provides access for maintenance, construction, and future improvements.

Access to much of the interceptor is provided via an existing service road owned and maintained by FRICO, and coordination with FRICO will be required for access, staging, and construction activities within the corridor.

Work involves rehabilitation of approximately 3520 linear feet of 54-inch RCP sewer interceptor. Additionally, the City identified the need for new manholes along the 54-inch BDCIS to improve access and facilitate ongoing maintenance and a new diversion structure at the junction where the 42-inch and 30-inch BDCIS converge to form the 54-inch BDCIS to provide future operational flexibility. These elements are critical drivers for the project, aimed at enhancing the long-term reliability and maintainability of the sewer system.
