The scope of work includes treating the center pipe, cage, influent well, cylindrical manifold, unitube header, supports, truss arm, baffles, surface skimmer, ramp, scum trough, and scum baffle, with provisions for removing and recoating the scum baffle and brackets while reusing stainless steel hardware. The project must be completed within a 90-calendar-day construction window from the Notice to Proceed, with no multiple starts or stops permitted. Liquidated damages are assessed at $1,500 per calendar day for delays beyond the completion date.

Bidders must submit a 5% bid bond, provide proof of experience through at least three similarly completed projects, and demonstrate current insurance coverage including Workers' Compensation, Comprehensive General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Comprehensive Automobile Liability of $500,000 per occurrence and $1,000,000 aggregate. A Performance Bond and Labor and Material Payment Bond, each at 100% of the contract price, are required upon award. The contractor must obtain a City Business License and complete a W-9 form prior to project commencement. The awarded contractor will coordinate with an owner-hired third-party NACE-certified coating inspector for quality control and must provide all equipment, personnel, and materials necessary to perform the work. The successful bidder must execute the agreement and provide all required documentation within 15 calendar days of the Notice of Award, with the City issuing the Notice to Proceed within 10 calendar days of agreement execution.
