About this file

This is a Request for Qualifications (RFQ) issued by the Board of Water Works of Pueblo, Colorado (Pueblo Water) for qualified contractor teams to design and construct repairs to the roof of the Whitlock North 5MG potable water storage tank located at the Whitlock Treatment Plant. The project involves removal of the existing roof structure and steel plate roof panels, reinforcement and modification of the existing shell to accommodate an AWWA D108 aluminum geodesic roof system, design and installation of the aluminum geodesic dome, repair of cracks and spalling in the ringwall foundation, installation of chime joint protection systems, repair of floor plates, replacement of access systems, and repair of interior and exterior coating systems. The tank, originally constructed in 1975 with a diameter of 180 feet and wall height of 27.25 feet, had its interior refurbished in 2004; the 2026 inspection identified multiple roof rafters that had fallen and significant roof corrosion requiring replacement. The RFQ was distributed on October 19, 2026, with submissions due by 2:00 p.m. on Tuesday, November 3, 2026. Pueblo Water will identify a short-list of qualified respondents by Friday, November 6, 2026, with the Request for Proposals phase anticipated to begin November 9, 2026, followed by mandatory pre-proposal inspections on Tuesday, November 17, 2026, proposals due December 4, 2026, board recommendation December 15, 2026, and notice of award December 16, 2026.

Pueblo Water's Engineer, Matrix Design Group, will provide all design elements including construction bid documents, sealed and stamped construction plans, structural analysis, stability calculations, and shell stiffening design. Respondents must demonstrate team strength and capacity (20 points), team competence and experience (25 points), and provide project profiles (55 points), with evaluation criteria emphasizing potable water welded steel tank construction experience, geodesic dome installation experience, and qualifications of key team members. Proposer teams must be professionally licensed, bonded, and insured within their respective fields, with evidence of capability to provide surety bonds of $1 million and submission of 2024-2025 financial statements. The selection process uses a two-step Design-Bid-Build approach to bring integrated construction contractor and aluminum geodesic dome manufacturer team experience to ensure quality delivery in an expedited manner. Selected short-listed teams may not make significant changes to team composition or personnel assignments without Pueblo Water's written approval, and all necessary liability insurance, including workers' compensation, commercial general liability, and professional liability insurance, must be maintained at the contractor's cost.

REQUEST FOR QUALIFICATIONS (RFQ)

Issued October 19, 2026

The Board of Water Works of Pueblo, Colorado (Pueblo Water) is soliciting statements of qualifications

(RFQ) from qualified contractors for a Design-Bid-Build project in Pueblo, CO.

REPAIR WELDED STEEL ROOF, WHITLOCK NORTH 5 MG POTABLE WATER STORAGE TANK

Pueblo Water’s primary objective in utilizing the RFQ approach is to bring the best available integrated construction contractor and aluminum geodesic dome manufacturer (Team) experience to this project while ensuring that a quality project is delivered in an expedited manner. Proposer’s Team members must be professionally licensed, bonded, and insured within their respective field or area of expertise. Selection involves a two-step process: (1) Qualifications Phase: All interested teams must submit qualifications as outlined in this RFQ; and, (2) Request for Proposal (RFP) Phase: Pueblo Water will identify a short-list based on evaluation of the RFQ criteria (Section V) that will be issued with the Request for Proposals documents. The Contractor Team will be selected based on best value criteria identified in the RFP.

I. PROJECT HISTORY

Original construction of the Whitlock North 5MG Steel Tank was part of a larger project in 1975 to construct facilities at the Whitlock Treatment Plant. Subsequently a second 5MG Storage Tank was constructed in 2003 (Whitlock South 5MG Steel Tank). In 2004, the interior of the North 5MG Tank was refurbished to include repair of interior structural members and interior painting.

In 2026, regular inspection of Whitlock North 5MG Steel Tank identified that multiple roof rafters had fallen on the steel plate floor. Upon inspection it was determined that the rafters had separated from the cope plate and the roof had developed significant signs of corrosion. Matrix Design Group and Pueblo

Water has determined the most economical repair to the roof would be replacement of the steel plate and rafter structure with the aluminum geodesic system.

II. PROJECT DESCRIPTION

Project Overview

Pueblo Water seeks the qualifications of contract teams for the design and construction of repairs to the roof of our Whitlock North 5MG Storage tank at the Whitlock Treating Plant Site. The tank has a diameter of 180 ft., and a wall height of 27.25 ft. The tank walls are supported by a concrete ring wall. The roof structure is internally supported. The scope of repairs is to include the following, at a minimum:

• Removal of the existing roof structure and steel plate roof panels.

• Reinforcement and modification of existing shell to accommodate AWWA D108 aluminum geodesic roof system.

2 | P a g e R F Q - 2 6 - 0 6 5 W H I T L O C K N 5 M G

• Design, manufacture, assembly, and installation of an AWWA D108 aluminum geodesic roof system.

• Repair of cracks and spalling of ringwall foundation.

• Chime joint protection system.

• Repair of floor plates.

• Replace access systems.

• Repair of interior and exterior coating systems.

Note: At time of RFP submittal, the Whitlock South 5MG Tank will be an “Add Alternate” for the same type of roof replacement with a geodesic dome.

All design elements, excepting the following, will be provided by Pueblo Water’s Engineer (Matrix Design

Group) and prepared in a construction bid set of documents that will be provided to all pre-qualified contract teams:

• Field measurement, verification of existing conditions, including survey of plumb, round, and level requirements, evaluation of existing shell’s suitability for an aluminum dome roof system, compliance with geodesic dome manufacturers installation requirements.

• Design of proposed aluminum geodesic dome roof, including sealed and stamped construction plans and associated design calculations per AWWA D108.

• Structural analysis, stability calculations, and stiffening design the existing tank shell to accommodate the proposed aluminum geodesic dome roof.

• Design of attachment of aluminum geodesic dome roof to the modified shell, including connection details, hardware, load transfer mechanisms, localized shell modifications, and compatibility with existing tank geometry and structural conditions.

• Analysis of adequacy of the existing ringwall, foundation, and supporting soil conditions for loads associated with the proposed aluminum geodesic dome roof system.
