Scope of Work/Specifications

Contractor shall provide carpentry and other handyman type construction services that may include, but are not limited to, the following: wood and steel stud framing, siding, window and door installation, finish work, painting, ceilings (both open and tile), flooring, structural demolition, small building rehabilitations and additions, various repairs, alterations, cabinet building and/or installation, fencing, masonry work, water and mold mitigation, asbestos abatement, general hazard abatement, and resident water backfill assistance on an on call/as needed basis.

Projects may range from single discipline to multiple trades and will vary in size and scope on a per project basis based on City need, budget, project intent, and anticipated schedule. This is an on-call agreement; therefore, the extent of work is not known at this time and task orders will be issued by the City for each project.

Please note, this agreement’s scope of services does not include building construction, services such as design build, or any major construction projects. The majority of the task orders under this agreement will involve smaller, less complex projects, and will likely not require project managers, superintendents, foremen, construction trailers, engineering, etc. Examples of typical projects include, but are not limited to, small office remodels, drywall repairs, shelving installation, door replacement (excluding storefront), and minor building additions/alterations.

Historically, master price agreements for these services have had an annual not to exceed amount of $80,000 - $100,000. The average task order amount is expected to be around $8,000.

Under the master price agreement, the City will provide the Contractor with a brief description of the required scope of work. Contractor shall contact the City Representative within two business days to schedule a time to meet and review the scope of work (“Work”). Contractor shall then provide the City with a description of the approach to the task, a schedule for its completion, and an estimated cost to complete such task within three business days of the meeting or another agreed upon time. When the City Representative has agreed to the approach, schedule and cost, Contractor shall begin the Work only upon written approval from the City.

Quotes and invoices shall include the following information:

• Total hourly rate and labor hours for self-performed work

• Detailed materials costs with allotted mark-up percentages

• Detailed equipment costs with allotted mark-up percentages

• Subcontractor names and costs with allotted mark-up percentages

• Schedule or date by which the work will begin and be completed

Contractor shall be compensated based on quotes provided and accepted for individual projects and the hourly labor rate and markups included in the response to this proposal. All supplies and services not specifically mentioned but which are necessary to complete the project, shall be included in the priced proposal at the time the Work is requested.

2025.05.29 Page 7 of 10 RFP# 26500209M

Markup on both materials and equipment shall be the percentage added to the actual wholesale cost of materials. No retail pricing will be accepted.

The City may request back-up documentation with project proposals. The City may also decide to complete tasks on a time and materials basis using the fee schedule included as part of the Contractor’s proposal. The City will not pay trip charges or service call fees under this master price agreement. Pricing submitted by Contractor shall be fully burdened for all of the scheduled services as detailed in the scope of services (total hourly cost to employ a worker, including base pay plus all indirect employer costs such as taxes, benefits, overhead, and profit, etc).

Approved overtime hours will be paid upon the City Representative’s discretion. The City will not pay overtime rates unless the City Representative requests work be done after hours. It is the Contractor’s responsibility to manage its staff, and to plan and schedule work during standard work hours.

Scheduled Work.

Scheduled work refers to non-emergency assignments issued with advance notice, typically as part of routine maintenance or planned capital work. These assignments will also be performed and billed on a Time and Materials (T&M) basis in accordance with the agreed upon rates. The City may provide site-specific timelines and service windows, and the Contractor shall coordinate start dates, access, and staffing accordingly.

Emergency Work.

The Contractor shall provide emergency response services within this scope as requested by the City. Emergency work is defined as any repair where delay would pose a risk to public health, safety, or essential utility service. Emergency work must begin within three (3) hours of City notification due to risk to health, safety, or essential utility services (unless otherwise approved by the City). All necessary personnel, equipment, and materials shall be mobilized to address the situation without interruption until complete.

Emergency work will be assigned and billed on a Time and Materials (T&M) basis, including:

• Agreed upon labor and equipment rates.

• Approved material costs plus markup percentage defined in this Request for Proposal.

• No charges for idle time or transportation shall be assessed unless pre-authorized in writing by the City.

Permits and Approvals.

The Contractor shall be solely responsible for identifying, investigating, and obtaining all permits, licenses, approvals, and inspections required by any federal, state, or local authority having jurisdiction over the Work. The Contractor shall secure all such permits and approvals prior to the start of construction, unless otherwise authorized in writing by the Owner.

Coordination and Scheduling of Inspections.

The Contractor shall coordinate all required inspections with the appropriate authorities and shall provide timely notice to the Owner of all scheduled inspections. The Contractor shall promptly correct any deficiencies identified by inspectors at no additional cost to the Owner.

Delays Related to Permits.

Any delay, suspension, or interruption of the Work arising from the Contractor’s failure to timely

2025.05.29 Page 8 of 10 RFP# 26500209M

obtain required permits or approvals shall be the Contractor’s sole responsibility. The Contractor shall not be entitled to additional compensation for such delay; however, the Contractor’s sole remedy may be an extension of Contract Time, if approved by the City.
