Pursuant to the Keep Jobs in Colorado Act, C.R.S. § 8-17-101, et seq. (the "Act"), and the rules adopted by the Division of Labor of the Colorado Department of Labor and Employment implementing the Act (the "Rules"), Contractor shall employ Colorado labor to perform at least eighty percent (80%) of the work under the Contract and shall obtain and maintain the records required by the Act and the Rules. For purposes of this Section, "Colorado labor" means a person who is a resident of the state of Colorado at the time of the Contract, without discrimination as to race, color, creed, sex, sexual orientation, marital status, national origin, ancestry, age, or religion except when sex or age is a bona fide qualification. The selected contractor(s) shall work collaboratively with City staff to salvage designated historic elements and safely remove all regulated hazardous materials, in preparation for the intentional demolition of the structure. Demolition services are not part of this scope and will be procured separately.

CONTRACTOR QUALIFICATIONS

• Experience with asbestos abatement and hazardous material remediation;

• Experience working on historic or historically designated structures;

• Experience with preservation and salvage of architectural elements;

• Applicable licensing and certifications required under Colorado law; and

• Ability to coordinate preservation and environmental remediation activities in sequence.

BUDGET

The project budget has not been finalized at this time. Respondents shall approach the work with a focus on efficiency, regulatory compliance, and protection of designated historic materials, and shall provide separate pricing for each scope so the City may evaluate options for award of one or both scopes.

PROJECT BACKGROUND

Constructed in 1919, the building located at 575 Bush Street has served multiple civic functions throughout its history, including use as Brighton Town Hall, a municipal pump house, a public library, and a senior activity center. The structure is locally designated as a historic resource and has remained vacant since 2012.

The City has received approval to demolish the structure following an extensive evaluation of the building’s condition, environmental hazards, and the economic feasibility of rehabilitation.

As part of the demolition approval process, the City committed to preserving select historic materials and documenting significant architectural elements prior to demolition.

An asbestos building inspection was completed for the property by White Hat Services LLC;

refer to the attached report dated January 5, 2026, incorporated herein by reference. Bulk sampling confirmed asbestos-containing materials (ACM) in the following locations:

• Window glaze on the “new” windows in the 1970’s addition (approx. 5 SF);

• Floor tile in the room at the top of the north stairway entrance to the basement (approx.

300 SF);

• Mirror adhesive on the north wall of Room 5 in the 1910 building (approx. 30 SF);

• Roof flashing around the perimeter of the roof (approx. 460 SF); and

2025.05.29 Page 7 of 11 RFP# 26500394

• Roof core on the Flat Roof West portion of the building (approx. 3,700 SF).

In addition, the following materials were not sampled but are assumed positive for asbestos per CDPHE Regulation 8 and must be handled accordingly:

• Water pipe gaskets in the basement (approx. 50 SF);

• Heat shields on ceiling light fixtures in the basement (approx. 20 SF);

• Electrical fuse board components in the basement (approx. 20 SF); and

• Knob-and-tube wiring within the walls of the 1910 building and on the building exterior near the west-side patio (approx. 150 SF).

All other homogeneous areas sampled returned non-detect results. Full sample locations, homogeneous area descriptions, and laboratory results are provided in the Asbestos Inspection Report attached hereto and incorporated herein by reference. If additional suspect materials not identified in that report are encountered during the course of the work, they must be sampled or treated as presumed ACM and abated accordingly.

Existing information to be used in connection with preparation of the proposal and incorporated herein by reference, includes the following:

• Asbestos Inspection Report (White Hat Services LLC, dated January 5, 2026)

• Historic Structure Assessment (Bret Johnson Architecture, dated May 1, 2025

• Preliminary Preservation Inventory List

• Existing Building Plans
