About this file

This Request for Proposal issued by the Town of Georgetown, Colorado seeks a qualified contractor to perform electrical upgrades to the 6th Street streetlighting and holiday lighting infrastructure. The project involves installation of five NEMA 3R or 4 metal enclosed circuit breakers with appropriate overcurrent protection and seven H-O-A selector switches across six utility pole locations to enable three operational modes: manual (always on), off (always off), and automatic (dawn to dusk via photocell) control. The existing 120-volt electrical system currently supplies eighteen historic streetlights and two holiday lighting circuits without local disconnect or overload protection. Contractor work includes mounting electrical enclosures on utility poles in compliance with Xcel Energy requirements, modifying existing wiring, installing proper grounding and bonding, and inspecting and repairing conduit and connections as necessary to ensure code compliance. The Town anticipates work authorization by late October 2026 with completion required by the end of November 2026 to support holiday lighting operations. Proposals are due by 5:00 p.m. on October 5, 2026, and should be delivered to Georgetown Town Hall at 404 6th Street, P.O. Box 426, Georgetown, CO 80444.

Contractor proposals must include a detailed task summary with material specifications and quantities, a list of anticipated subcontractors, a preliminary schedule demonstrating ability to meet the completion deadline, proposed terms and conditions addressing scope, payment terms, change orders, site management, permits, insurance and bonding, dispute resolution, and warranty provisions, and an insurance certificate documenting minimum $1,000,000 contractor liability coverage. Proposals must also demonstrate qualifications and experience performing similar projects through references and contact information. All work shall be performed Monday through Friday unless other arrangements are made in advance with the Town's Project Manager. Questions regarding the project should be directed to Dennis Durham, Town Administrator, at (303) 569-2555 Ext. 3. The RFP does not specify contract pricing terms, total contract value, payment frequency, or funding sources in the available documentation.

Background Information

The eighteen (18) historic streetlights along 6th Street and adjacent side streets are supplied with 120-volt power directly from the overhead Xcel secondary distribution system. The feeders for these strings of streetlights are tapped directly into the overhead distribution conductors and controlled by a direct wired photocell at each utility pole location as indicated on the attached map.

There is no means of local disconnect or overload/fault protection for these lighting circuits.

There are also two (2) holiday lighting circuits that supply 120-volt power to receptacles installed on the buildings that line the north side of 6th Street spanning the 500 and 600 blocks. These receptacle strings are powered from an existing breaker box installed on the utility pole where the overhead distribution conductors are tapped and are controlled by their own pole mounted photocell.

Project Objectives

The purpose of this project is to add local disconnect and overload protection (breaker box) for each of the five (5) streetlight feeder locations and to update the streetlight and holiday receptacle string controls so that they can be switched between “Manual” (always on), “Off” (always off), or “Auto” (dawn to dusk via photocell) control from a concealed (or lockable) switch that is accessible by Town Staff.

Contractor Scope – Contractor shall supply and install a total of five (5) NEMA 3R or 4 metal enclosed circuit breakers, appropriately sized to protect the associated streetlight feeder conductors.

Contractor shall also supply a total of seven (7) H-O-A selector switches wired to enable control mode selection of associated streetlight groups or holiday light string outlets to satisfy the operational objectives described above.

Electrical enclosures shall be mounted in accordance with Utility (Xcel) requirements on the existing utility poles. Enclosures shall be equipped with a secure locking mechanism to prevent unauthorized access.

The existing 120-volt wiring shall be modified as required to provide the following:

• Feeder circuit overcurrent and ground fault protection based on conductor size for each circuit

• Selector switch shall allow for automatic photocell “dawn to dusk” operation, “always on” manual operation, and “off” disconnect of “hot” conductor so that fixture maintenance can be performed safely.

• Verify that ground/bonding path conductor is installed to assure proper breaker box, light pole, and pole top lantern fixture grounding.

• Inspect, repair, replace conduit and wiring as necessary so that the connections between the breaker/control boxes is safe and code compliant.
