3.42. TEMPORARY DIVERSION

This work consists of planning, constructing, maintaining and removing a Temporary Diversion conveying Wildhorse Creek Tributary 2 to permit all Project related work at the culvert site to take place in the dry.

The Contractor shall develop a site plan for work associated with the Temporary Diversion. The site plan will include provisions to divert or bypass all water around the culvert site, sized appropriately to complete the work on schedule in the dry. An extended rain free forecast may allow the Contractor to do the work without performing any bypass. The bypass will include provisions to remove equipment and staff, stabilize the work site, and document conditions prior to a rain event that exceeds the

Diversion capacity. The City will not compensate the Contractor for additional costs or damages because of a failure to execute the plan, or because the plan fails to adequately account for adverse flooding conditions.

Guidance in developing the stream diversion is in the Stormwater Management Plans and can be found in Mile High Flood District’s (MHFD) Urban Storm Drainage Criteria Manual (USDCM) Volume 3

Construction BMP Fact Sheet Site Management (SM-8) Temporary Diversion Methods (TDM).

The site plan must be submitted to the Engineer for review and approval prior to starting the work. The plan shall include the following:

1. Determine diversion type, size, and duration of the diversion. Determine the time of year in which construction of the diversion and culvert will occur.

2. Identify temporary construction control measure types and locations necessary to divert clean water.

3. Identify contingency plans in case the diversion fails. Consider emergency action plan for rapidly removing equipment and materials from the waterway in advance of a rain event with the potential to exceed the diversion capacity. The plan should designate an individual who will be on site throughout most of the construction project with the authority to order work be halted and equipment and materials with potential to contribute to stormwater pollution be moved to high ground outside of the active channel. The emergency action plan should identify where equipment and materials removed from the channel will be stored temporarily during a runoff event that is expected to exceed temporary diversion capacity.

4. For sites actively diverting water, inspect the site at least three times per working day and once per non-working day that the stream diversion system is operational. Document any erosion control problems and the corrective actions taken.

5. Use of dewatering pumps to provide a dry working site may require the Contractor to apply for a

Colorado Department of Public Health & Environment (CDPHE) Construction Dewatering General

Permit.

6. Address any erosion control problems associated with the site plan immediately. No additional compensation will be made for erosion repairs or other damage caused by the operation or failure of the site plan. Remove all materials associated with the Temporary Diversion from the Project upon completion of the work. All work, equipment, materials and labor associated with this item will be included in the cost of the Temporary Diversion, linear foot item.

3.43. DEWATERING

This work consists of controlling groundwater, site drainage, and storm flows during construction of the culvert within Wildhorse Creek Tributary 2.

The Contractor shall develop a Water Control Plan for work associated with Dewatering and submit to the Engineer at least two weeks prior to execution of the project. Dewatering guidance is in the

Stormwater Management Plans and can be found in Mile High Flood District’s (MHFD) Urban Storm

Drainage Criteria Manual (USDCM) Volume 3 Construction BMP Fact Sheet Site Management (SM-9)

Dewatering Operations (DW).

The plan shall include the following:

1. Descriptions of proposed groundwater and surface water control facilities including, but not limited to, equipment, methods, standby equipment and power supply, means of measuring inflow to excavations, pollution control facilities, discharge locations to be utilized, and provisions for immediate temporary water supply as required by this section.

2. Drawings showing locations, dimensions, and relationships of elements of each system.

3. Design calculations demonstrating adequacy of proposed dewatering systems and components.

4. If system is modified during installation or operation, revise or amend and resubmit Water

Control Plan

Onsite materials may be used within the limits of construction to construct temporary dams and berms.

Materials such as plastic sheeting, sand bags, and storm sewer pipe may also be used if desired by the

Contractor.

Dewatering work shall be executed as follows:

A. For all excavation, Contractor shall provide suitable equipment and labor to remove water, and keep the excavation dewatered so that construction can be carried on under dewatered conditions.

1. Water control shall be accomplished such that no damage is done to adjacent channel banks or structures.

2. Continuously control water during course of construction, including weekends and holidays and during periods of work stoppages, and provide adequate backup systems to maintain control of water.

B. Contractor is responsible for investigating and becoming familiar with all site conditions that may affect the Work including surface water, potential flooding conditions, level of groundwater and the time of year the work is to be done.

C. Contractor shall conduct operations in such a manner that storm or other waters may proceed uninterrupted along their existing drainage courses. By submitting Bid, Contractor acknowledges https://www.mhfd.org/files/ea66287b5/72_SM-09+Dewatering+Operations.pdf https://www.mhfd.org/files/ea66287b5/72_SM-09+Dewatering+Operations.pdf https://www.mhfd.org/files/ea66287b5/72_SM-09+Dewatering+Operations.pdf that Contractor has investigated the risk arising from such waters and has prepared bid accordingly and assumes all of said risk.

D. At no time during construction shall Contractor affect existing surface or subsurface drainage patterns of adjacent property. Any damage to adjacent property resulting from Contractor’s alteration of surface or subsurface drainage patterns shall be repaired by Contractor at no additional cost to the City.

E. Pumps and generators used for dewatering and water control shall be quiet equipment enclosed in sound deadening devices.

F. Contractor shall remove all temporary water control facilities when they are no longer needed or at the completion of the Project.
