The project schedule requires a finalized project budget and architectural submission by December 2026, LIHTC application by February 2027, preconstruction start by May 2027, construction start by May 2028, and project completion by 2029, though these dates are subject to LIHTC award and financing timelines.

SECTION II: CRHDC History & Project Information

A. CRHDC Organization & History

CRHDC has a rich history that dates back to the spring of 1971. Originally a derivative of Colorado Migrant Council, it was incorporated to address intolerable housing and living conditions plaguing migrants and seasonal farm workers in Colorado. In the first 25 years of operation, CRHDC was known as Colorado Rural Housing Development Corporation since it concentrated primarily in rural markets providing a wide array of services that addressed the affordable housing needs of the residents and communities.

The mission of the organization has since expanded to address many housing needs and asset-building opportunities—both rural and urban—on a state-wide scale. CRHDC now takes more holistic approach in delivering its services and has incorporated new lines of business that provide clients and communities with more sustainable housing and economic development efforts. In 2009, to reflect the broader reach of the organization, the board of directors, staff and partners agreed to change the corporation’s name to Community Resources and Housing Development Corporation (keeping the acronym CRHDC).

CRHDC has worked in 30 counties in Colorado and has overseen the construction of over 2,000 “Self-Help” homes for households of low-to-moderate income. CRHDC has also built over 500 units of farm worker housing and over 300 units of affordable multi-family housing across the state.

B. Project Information

CRHDC and is correctly zoned for identified residential use. The Project has received the highest level of political support from the City of Alamosa and local stakeholders. The Project has received funding from multiple sources. The Project is proceeding with infrastructure development for the AOF and is ready to proceed with application of funding for 9% LIHTC.
