About this file
This Invitation to Bid document is issued by the City of Black Hawk, Colorado, for the Bobtail Wall Excavation Project located along the south side of Gregory Street in Black Hawk. The project scope includes excavation and site preparation work comprising approximately 4,000 cubic yards of unclassified excavation with rock scaling. Specific tasks include removal of trees and vegetation, demolition of existing timber crib walls, excavation to expose competent bedrock at an anticipated 1:3 slope ratio using conventional equipment only, scaling of loose and weathered material from the rock face and a 20-foot buffer area above it, and preparation of a 4-foot-deep by 8-foot-wide excavation at the toe of the slope for future retaining wall footing. Hard-copy or electronic bids are due by 3:00 p.m. on Tuesday, October 6, 2026, with submittals firm for 30 days from that date. Contract documents became available September 11, 2026, with a questions deadline of September 28, 2026, and a final addendum issued on or before October 1, 2026. No formal pre-bid conference will be held; however, prospective bidders may visit the jobsite at their discretion for site evaluation. City Council action on the project is scheduled for October 14, 2026, with a construction completion date of December 11, 2026.
The project will be awarded to the lowest responsive and responsible bidder based on a lump-sum contract format, except for unclassified excavation and scaling line items, which will be paid on a unit-price basis for actual volumes hauled off-site. Payment and performance bonds are not required for this project, and bid security is not required. Allowable work hours are 7:00 a.m. through 7:00 p.m. daily. The contractor must provide traffic management flagging on Gregory Street, a Porta-potty on-site, and coordinate construction water procurement from the City's truck fill station at no cost. A zero-cost Temporary Use Permit from the City of Black Hawk is required for temporary facilities. The staging area is limited to the jobsite above the existing Gregory Street retaining wall and east of the Bobtail Mine building at 390 Gregory Street. No stormwater management plan or building permit is required as the anticipated disturbance area is less than one acre. Contact information for questions is provided to Matt Reed, Project Manager, at (303) 582-2288 or mreed@cityofblackhawk.org.

INVITATION TO BID / INSTRUCTIONS TO BIDDERS
1. SCOPE OF WORK
The Scope of Work to be provided by the Contractor shall include assistance to the City during the process of pre-construction and construction. Specific tasks to be performed by the Contractor include those generally performed by professionals in the excavation community.
The Contractor shall construct the Bobtail Wall Excavation project, located along the south side of Gregory Street immediately east of the Bobtail Mine building located at 390 Gregory Street in Black Hawk, Colorado. Contractor shall excavate a portion of the hillside as described below for the purpose of expanding the useable space in this area and preparing the slope for a future retaining wall.
A. Contractor shall remove trees and other vegetation within the proposed area of disturbance, as shown in the attached exhibits. Contractor shall haul trees and vegetation off-site, as the City will not accept this debris.
B. Contractor shall remove existing timber crib walls within the proposed area of disturbance. Contractor shall haul crib wall material off-site and dispose of it properly.
The City will not accept old crib wall material.
C. Contractor shall excavate material as shown in the attached exhibits to expose competent bedrock. The anticipated slope of the resulting rock face is expected to be approximately 1:3 horizontal to vertical, although that may change depending on where competent bedrock is found. Contractor shall use conventional excavation equipment and methods only. Rock excavation methods and equipment, including hydraulic hammers, specialized teeth, or explosives, shall not be used for this project. Contractor shall haul rock and dirt to a City-owned repository, located along Highway 119 north of the fire station, less than one mile from the project site.
D. After excavation, Contractor shall scale loose and weathered material from the rock face and from the 20’ buffer area above the rock face. Scaled material shall be hauled to the City repository.
E. Once the final toe of the slope is established, contractor shall excavate to a depth of 4’ below grade and a width of 8’ along the entire toe. Contractor shall use conventional excavation methods and equipment only. If competent bedrock is encountered prior to achieving the desired width and depth, contractor shall leave the bedrock in place and not proceed with any rock excavation methods. The purpose of this excavation is to prepare the surface for a future retaining wall footing.
F. Due to constrained site access, dump trailers cannot safely access the site. Therefore, Contractor shall assume only tandem dump trucks will be used to haul material.
G. The staging area is limited to the jobsite above the existing Gregory Street retaining wall and east of the Bobtail Mine building.
H. Contractor shall provide at least one flagger to manage Gregory Street traffic when entering and exiting the jobsite with equipment.
I. Contractor shall provide a Porta-potty on-site.
J. Temporary power will be provided from the nearby Bobtail Mine building located at 390
Gregory Street at no cost to the Contractor.
K. Non-potable construction water is available at no cost from the City of Black Hawk truck fill station located on Highway 119 north of the Fire Station. Contractor shall coordinate with the Public Works Department to obtain necessary construction water.
L. Contractor shall procure a zero-cost Temporary Use Permit from the City of Black Hawk for any dumpster, laydown area, construction fencing, or other temporary facilities that will be necessary for this work.
M. The anticipated area of disturbance is expected to be less than one acre. Therefore, a stormwater management plan is not required.
N. A building permit is not required for this project.
O. Payment and performance bonds are not required for this project.
P. Allowable work hours are 7:00am through 7:00pm every day of the week.
2. BID SUBMITTALS
Contractor shall complete the attached Bid Schedule and submit it as their Bid. The Project will be billed as a lump sum contract, except for the unclassified excavation and scaling line items.
Estimated quantities for these two line items are included in the Bid Schedule. The 4,000 cubic yard estimate for unclassified excavation is not the volume of material in-situ, but the volume after an expansion factor has been applied. During construction, Contractor shall track actual volume of unclassified excavation hauled off-site, and they will be paid per the unit price provided in their Bid.
The City of Black Hawk will receive Bids for the Bobtail Wall Excavation Project until 3:00 p.m.
on Tuesday, October 6, 2026. Hard-copy submittals shall be mailed or delivered to the City of Black Hawk Public Works Department, P.O. Box 68, 987 Miners Road, Black Hawk, CO 80422.
Electronic submittals shall be emailed to mreed@cityofblackhawk.org or submitted through Bidnet. Either a hard-copy or an electronic Bid is acceptable. Submittals shall be firm for a period of 30 days commencing on October 6, 2026.
For questions or additional information on this Project, contact Matt Reed, Project Manager, at

The City reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if the City believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the City.
