About this file

This Request for Proposals is issued by the City of Edgewater, Colorado, for ADA accessibility improvements at Citizens Park. The project comprises two primary components: renovations to the existing restroom building to address deficiencies identified in a completed ADA assessment, and improvements to exterior concrete pathways and accessible routes surrounding the restroom facility, pavilion, and playground. The selected contractor will be responsible for all labor, materials, design, engineering, permitting, and construction services necessary to achieve full ADA compliance. A mandatory pre-proposal walkthrough is scheduled for Tuesday, August 18, 2026, at 11:30 a.m. at Citizens Park, 5570 W 24th Avenue, Edgewater, Colorado 80214; attendance is mandatory for any firm intending to submit a proposal. Proposals are due August 28, 2026, at 12:00 p.m. The City anticipates awarding the project in September 2026 and prefers construction completion during Fall/Winter 2026, though Spring 2027 completion may be acceptable depending on scheduling factors, weather, design requirements, and material availability.

Pricing shall include all costs necessary to complete the full scope of work, including labor, materials, equipment, supervision, design and engineering services, surveying, permitting, mobilization, demolition, disposal, installation, site protection, and restoration. Award will not be based solely on the lowest proposed price; instead, the City will select the proposer providing the best overall value based on project approach and understanding, qualifications and relevant experience, cost and overall value, project schedule and availability, project team and subcontractor coordination, and proposal completeness and responsiveness. The selected contractor must maintain workers' compensation, commercial general liability, automobile liability, and other insurance as required by the City, along with all applicable licenses and certifications. A minimum one-year warranty on workmanship is required, and the contractor must provide payment and performance bonds from a surety authorized to conduct business in Colorado prior to construction commencement.

Request for Proposals

Citizens Park Restroom and Sidewalk

Accessibility Improvements

Proposals Due:

August 28, 2026, at 12:00pm

1. Introduction

The City of Edgewater is soliciting proposals from qualified contractors for the Citizens Park ADA Accessibility Improvements Project. The project is intended to address identified accessibility deficiencies at the Citizens Park restroom building and surrounding pedestrian routes and concrete areas.

The project generally consists of two components: improvements to the existing restroom building based on deficiencies identified in the City’s ADA assessment, and improvements to exterior concrete areas and accessible routes surrounding the facility.

The ADA assessment identifies specific restroom deficiencies and provides recommended corrective actions, which will be included as an attachment to this RFP.

The exterior concrete portion of the project has identified accessibility deficiencies but does not have complete construction plans or specifications. The selected contractor will be responsible for evaluating existing conditions and developing and implementing appropriate solutions necessary to achieve compliance, including any design or engineering services required to complete the work.

All work shall comply with applicable ADA requirements, PROWAG where applicable, City of Edgewater specifications, applicable building codes, and other federal, state, and local requirements.

The City intends to select a contractor based on qualifications, relevant experience, proposed project approach, schedule, cost, and the overall ability of the proposer to successfully complete the project. Award will not be based solely on the lowest proposed price.

2. Project Background

The City of Edgewater is committed to providing safe and accessible parks and public facilities for residents and visitors of all abilities. As part of the City’s ongoing efforts to identify and address accessibility barriers, an ADA assessment was completed for Citizens Park, including the existing public restroom building and surrounding pedestrian areas.

The assessment identified several accessibility deficiencies within the restroom building and provides recommended corrective actions to bring those elements into compliance.

The City intends to use the assessment as the basis for the restroom portion of this project.

Accessibility concerns have also been identified within the concrete pathways and pedestrian routes surrounding the restroom building, pavilion and playground. Unlike the restroom improvements, detailed plans and specifications have not been developed for the exterior concrete work. The City is therefore seeking a qualified contractor capable of evaluating existing conditions and developing an appropriate, constructible solution to address the identified deficiencies and provide compliant accessible routes.

Through this project, the City intends to address the identified accessibility barriers in a coordinated manner while providing durable improvements appropriate for a heavily used public park.

3. Scope of Work

The City of Edgewater is seeking a qualified contractor to provide all labor, materials, equipment, supervision, design and/or engineering services, permitting, demolition, construction, installation, and other services necessary to complete the Citizens Park ADA Accessibility Improvements Project.

The project generally consists of improvements to the existing Citizens Park restroom building and surrounding concrete pedestrian areas. The selected contractor shall coordinate all components of the work and deliver completed improvements that comply with applicable accessibility requirements.

a. Restroom ADA Improvements:

The City has completed an ADA assessment identifying accessibility deficiencies within the Citizens Park restroom building. The assessment, included as an attachment to this RFP, identifies specific deficiencies and recommended corrective actions.

The selected contractor shall:

• Review the City's ADA assessment and verify existing field conditions prior to beginning work.

• Correct the restroom deficiencies identified for inclusion in this project.

• Furnish and install all necessary fixtures, accessories, hardware, materials, and other components required to complete the improvements.

• Perform any necessary removal, demolition, patching, repair, finishing, or restoration associated with the improvements.

• Coordinate plumbing, electrical, carpentry, or other trades as necessary.

• Ensure completed restroom improvements comply with applicable accessibility requirements, building codes, and City requirements.

b. Exterior Concrete and Accessible Route Improvements

Accessibility deficiencies exist within the concrete pedestrian areas and accessible routes serving the restroom building, pavilion, playground, and associated connections within the identified project area. The City has identified the general areas requiring improvement but has not developed final construction plans, elevations, grading plans, or detailed specifications for this portion of the project.

The selected contractor shall:

• Evaluate existing site conditions, including existing slopes, cross-slopes, elevations, transitions, drainage, and connections to surrounding pedestrian facilities.

• Identify the extent of concrete removal, replacement, modification, or other work necessary to provide compliant accessible routes and transitions.

• Develop and submit a proposed solution for the City's review prior to construction.

• Provide any surveying, design, engineering, or other professional services necessary to develop and construct the proposed improvements.

• Remove and dispose of existing concrete and other materials as necessary.

• Complete grading, subgrade preparation, forming, reinforcement, concrete placement, finishing, curing, and associated work necessary to complete the improvements.

• Provide appropriate transitions between new and existing surfaces.

• Restore adjacent turf, landscaping, irrigation, or other areas disturbed by construction.

• Maintain appropriate drainage and avoid creating new drainage or accessibility issues because of the work.

c. Design and Engineering

The proposer shall identify within its proposal any design, engineering, surveying, or other professional services expected to be necessary to complete the project.

Where professional design or engineering is required, the selected contractor shall be responsible for retaining appropriately qualified and licensed professionals and coordinating those services as part of the project.

Any proposed design shall be submitted to the City for review prior to construction. City review or approval shall not relieve the contractor or its design professionals of responsibility for the accuracy, adequacy, code compliance, or accessibility compliance of the proposed solution.

d. Accessibility and Code Compliance

All completed work shall comply with applicable:

• Americans with Disabilities Act (ADA) requirements and standards;

• Public Right-of-Way Accessibility Guidelines (PROWAG), where applicable;

• City of Edgewater standards and specifications;

• Applicable building, plumbing, electrical, and other adopted codes;

and

• Federal, state, and local laws and regulations applicable to the work.

The contractor shall be responsible for identifying and obtaining all permits and inspections necessary to complete the work unless otherwise specifically identified by the City.

e. Site Management and Restoration

Citizens Park is an active public park. The contractor shall maintain a safe and orderly work site throughout construction and coordinate closures and construction activities with the City.

The contractor shall be responsible for protecting existing facilities and improvements; providing appropriate construction fencing, barricades, and signage; controlling dust and debris; maintaining safe pedestrian conditions around the work area; and repairing or replacing City property damaged because of construction.

Upon completion, all affected areas shall be cleaned and restored to a condition equal to or better than their condition prior to construction, except where modified as part of the approved project.

4. Mandatory Pre-Proposal Walkthrough

A mandatory pre-proposal walkthrough will be held at Citizens Park to provide prospective proposers an opportunity to review existing site conditions, observe the identified ADA deficiencies, and better understand the scope of the restroom and exterior concrete accessibility improvements.

During the walkthrough, City staff will identify the primary areas included in the project and provide available background information. Proposers are expected to use the walkthrough to evaluate existing conditions and gather the information necessary to develop their proposed approach and pricing.

Attendance is mandatory for any firm intending to submit a proposal. Proposals submitted by firms that do not attend the mandatory walkthrough will not be considered.

Questions arising from the walkthrough that may materially affect the scope or solicitation shall be submitted through BidNet by the established question deadline.

Any clarification or modification to the RFP will be issued through BidNet as appropriate.

Date: Tuesday, August 18, 2026 Time: 11:30am Location: Citizens Park, 5570 W 24th Avenue, Edgewater, CO 80214

5. Contractor Responsibilities

The selected contractor shall be responsible for the successful coordination and completion of all work associated with the Citizens Park ADA Accessibility Improvements Project. Responsibilities shall include, but are not limited to, the following:

• Provide all labor, materials, equipment, tools, supervision, transportation, and services necessary to complete the project.

• Verify existing site conditions, dimensions, elevations, and other field conditions prior to commencing work.

• Coordinate and manage all subcontractors, suppliers, design professionals, and other parties engaged by the contractor.

• Provide any surveying, design, engineering, or other professional services necessary to complete the proposed work and ensure all required professional services are performed by appropriately licensed individuals.

• Obtain and coordinate all required permits, inspections, and approvals associated with the contractor's work.

• Perform all work in accordance with applicable ADA requirements, PROWAG where applicable, City specifications, adopted building codes, and other applicable federal, state, and local requirements.

• Maintain a safe and secure construction site, including appropriate fencing, barricades, signage, and pedestrian controls. The contractor shall coordinate closures and impacts to park operations with City staff.

• Protect existing park facilities, utilities, landscaping, irrigation, and other improvements that are not designated for removal or replacement.

• Coordinate utility locates and identify potential conflicts prior to excavation or demolition.

• Remove and legally dispose of demolition debris, excess materials, and construction waste.

• Maintain the work area in a clean and orderly condition throughout the project and restore all areas disturbed by construction.

• Promptly notify the City of unforeseen conditions, conflicts, or proposed changes that may affect the project scope, cost, schedule, or accessibility compliance before proceeding with affected work.

• Participate in project meetings and provide progress updates as reasonably requested by the City.

• Coordinate required inspections and correct deficiencies identified during construction or final inspection.

• Provide warranties, closeout documentation, applicable inspection approvals, and any other required project records upon completion.

• Be responsible for the quality, completeness, and compliance of all work performed by the contractor and its subcontractors.

6. Project Schedule / Completion Requirements

The City anticipates awarding the project in September 2026 and prefers completion of construction during Fall/Winter 2026, where feasible. However, the City recognizes that weather conditions, design and engineering requirements, permitting, material availability, and appropriate concrete installation conditions may affect the project schedule.

If completion during Fall/Winter 2026 is not recommended or feasible, the City will consider proposals that provide for design, engineering, permitting, and other preparatory work during Fall/Winter 2026 with construction completed in Spring 2027.

Proposers shall provide a detailed proposed project schedule identifying anticipated timelines for design and/or engineering, permitting, procurement, construction, inspections, and final completion. The proposal should specifically identify whether the proposer anticipates completing construction in 2026 or Spring 2027 and explain any factors influencing the proposed schedule.

The City will consider the feasibility and overall benefit of the proposed schedule as part of its evaluation of proposals.

The selected contractor shall:

• Coordinate the final project schedule with the City prior to beginning work.

• Identify anticipated lead times or other factors that may affect the project schedule.

• Provide sufficient time for City review of proposed designs or solutions prior to construction.

• Coordinate restroom and pedestrian-area closures with the City to minimize impacts to park users and scheduled activities.

• Notify the City promptly of any circumstances that may affect the approved schedule.

• Maintain reasonable progress once construction begins and avoid unnecessary periods of inactivity.

• Complete all construction, inspections, corrections, site restoration, and closeout requirements within the agreed-upon project schedule.

The contractor shall not close or restrict access to areas outside the approved construction limits without prior City authorization.

Final project completion shall include completion of all contracted work, correction of identified deficiencies or punch-list items, required inspections and approvals, site cleanup and restoration, and delivery of required closeout and warranty documentation.

7. Proposal Requirements

Proposals should be clear, concise, and provide sufficient information for the City to evaluate the proposer’s qualifications, proposed approach, schedule, and cost. At a minimum, proposals shall include the following:

a. Firm Information Provide the name and contact information of the proposing firm, primary project contact, and a brief overview of the firm’s experience and capabilities relevant to this project.
