About this file
This is a Request for Proposals (RFP) document issued by the City of Commerce City, Colorado, for Construction Manager/General Contractor (CM/GC) services for the Commerce City Council Chambers Remodel project located at 7887 E. 60th Avenue. The City seeks a contractor to provide preconstruction services, develop a Guaranteed Maximum Price (GMP) budget, and execute construction services for a phased remodel of the existing council chambers within the occupied Commerce City Civic Center. The project involves renovating the interior space to improve functionality and modernize the facility while addressing accumulated wear. Due to the facility's critical use for regular court proceedings and City Council meetings, construction must be completed within a condensed six-week window to minimize disruption to public services. A non-mandatory pre-offer conference and site visit will be held on Monday, August 10, 2026, at 1:00 PM MT at the project location. Questions must be submitted by Thursday, August 20, 2026, at 11:59 PM MT via BidNet. Proposals are due Tuesday, September 1, 2026, at 2:00 PM MT. The contract term extends until all deliverables are completed and accepted by the City, with construction expected to be completed by February 1, 2027.
Evaluation of proposals will be based on a qualitative selection process using a 100-point scale: Project Organization and Management (30 points), Demonstrated Applicable Experience and Personnel Qualifications (35 points), Proposed Project Team (15 points), and Pricing/Proposed Fees (20 points). The estimated hard construction budget is $500,000 and respondents must provide cost proposals including lump sum pre-construction services fees, construction services fee percentages, general conditions fees, and change order markup percentages. The City has designated Brett Hardy, Senior Procurement Analyst, as the primary contact at bhardy@c3gov.com or 303-227-7153. All proposals must include Payment and Performance Bonds equal to 100 percent of the contract amount, Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Professional Liability (Errors & Omissions) insurance of $1,000,000 per claim. The City reserves the right to conduct interviews and presentations with competitive range respondents and may negotiate with selected respondents regarding fees and scope of services. All offers remain valid for 180 calendar days after the RFP closing date unless a longer period is offered.
