Mesa County Douglas Wash Detention Basin Project - Bidding Document
This is a bidding document for Mesa County, Colorado's Douglas Wash Detention Basin Project, a critical flood mitigation initiative addressing recurring flooding caused by Book Cliffs runoff through Douglas Wash. The project requires final design services for two strategically positioned detention ponds engineered to manage 100-year flood events, reduce peak discharge rates, and eliminate debris flow impacts to residential and agricultural properties upstream and downstream of Interstate 70. Mesa County has completed the initial phase, which included hydrologic analysis and conceptual design plans that provide the foundation for this final design phase. The document establishes the procurement framework for selecting a qualified design consultant to advance the project from conceptual plans to final, construction-ready specifications.
The bidding document contains specific requirements, evaluation criteria, and contractual terms for consultant selection. Interested firms must submit proposals according to specified deadlines and format requirements outlined in the solicitation. The project represents a significant investment in regional flood control infrastructure, with Mesa County leveraging completed preliminary engineering work to expedite the final design phase. Funding for this critical infrastructure project comes from local sources and has been prioritized as essential to protect developed properties and agricultural operations from the destructive effects of uncontrolled runoff events.

SECTION II
MINIMUM SPECIFICATIONS
2.0 SUMMARY OF INTENT
The Public Works Department of Mesa County is requesting Statements of Qualifications from Consultants interested in performing the necessary tasks to prepare improvement alternatives and develop detailed construction plans and specifications for Mesa County Douglas Wash Detention Basin Project.
The successful Consultant must be prepared to perform services as outlined in Section II.
The submittals will be evaluated by Mesa County. It is the County’s goal to select a Consultant who will provide the highest quality of customer service, technical expertise and project management. The award of the contract will be based on the evaluation criteria outlined in Section IV of this RFQ.
2.1 SCOPE OF WORK
Project Background This critical project addresses the frequent and damaging flooding caused by runoff from the Book Cliffs through Douglas Wash. This uncontrolled runoff currently impacts developed residential and agricultural properties both upstream and downstream of Interstate 70. The proposed project involves the final design of two strategically designed detention ponds engineered to effectively manage 100-year flood events. These structures will significantly reduce peak discharge rates and eliminate the destructive flow of debris and mud that currently accompanies these flooding events. Mesa County has already taken the initial steps to advance this essential flood mitigation initiative. The hydrologic analysis and conceptual plans for the detention ponds have been successfully completed during the first phase of design. The preliminary work provides a solid foundation for the final design phase.
Project Grants and Agreements
“Additionally, the Consultant understands and agrees to adhere to all applicable requirements, including any penalties, as outlined in the attached agreement between Mesa County and the State of Colorado for the use and benefit of the Congressional Direct Spending (CDS) (Attachment F).”
Project Goals This project is intended to produce the following improvements:
• All coordination and public outreach meetings
• Final Geotechnical Analysis investigation
• Jurisdictional determination and hazard classification
• Hydrologic hazard classification and dam breach analysis
• Alternative consequence estimation
• 60-, 90% and final detention pond and dam designs, along with access roadway designs
• Emergency action plan
• Instrumentation and monitoring plan
• Environmental permitting
• Estimated design and bid phase schedule and milestones
The hydrologic analysis and conceptual plans for the detention ponds have been successfully completed during the first phase of design. The preliminary work provides a solid foundation for the final design phase.
Design considerations should include annual equivalent cost, minimal disruption of private property, safety, utilization of local materials, and public inconvenience during construction.
Items to Be Provided by Mesa County To complete the deliverables, the following items will be furnished to the Consultant by Mesa County:
• Right-of-way acquisition, Exhibit examples, and appraisal services
• Phase I completed design planning report and all other applicable documentation.
• Title work as acquired to construct the baseline map which shall cover all landowners and identify which landowners have liens, loans and or mortgages.
Mesa County has available some limited survey and topographical information provided within this RFQ. The Offerors need to evaluate and choose if the data is sufficient for design and construction or supplement the data with additional survey and verification of supplied data of which the cost shall be included within your proposal.
Existing Features Existing facilities, vegetative components, and structures will be identified and evaluated by the Consultant as part of this project. Known facilities and/or structures include list known structures: Chicksaw retention dam.
The Statement of Qualifications, as detailed in Section III of the RFQ, must demonstrate that the Consultant and their team have the technical expertise to complete the Essential Design Scope Requirements shown in Attachment D, but does not need to provide complete pricing or scope. Final scope and pricing will be determined with the selected consultant during the scope and fee negotiation phase utilizing Attachment D “Essential Design Scope Requirements”, modified to fit the requirements of the project.
