Rates must remain firm for one year. Selection will be based on experience and qualifications, similar project history, schedule performance, contract variance tracking, litigation history, surety capacity, submittal quality, labor rates, and oral presentations if requested. The project is funded through Jefferson County funds. The County reserves the right to reject any or all responses, waive irregularities, and base awards on factors beyond lowest price.
