This is a Request for Qualifications and Proposal (RFQ/P) document issued by the Town of Avon, Colorado, for Construction Manager/General Contractor (CMGC) services related to the Avon Recreation Center Aquatics Renovation project. The Town seeks a qualified CMGC team to provide preconstruction services and general contracting services for the complete renovation and modernization of the Recreation Center's aquatics facility, including replacement of the existing swimming pool, hot tub, water slide, and associated mechanical, electrical, plumbing, filtration, and water treatment systems. The project is located at 90 Lake Street in Avon, Colorado, and requires construction activities to occur between mid-April and mid-October 2027, with the facility remaining partially operational during construction. The RFQ/P was released on July 22, 2026, with qualifications due by August 14, 2026, at 11:59 PM MDT. A non-mandatory pre-proposal meeting and site visit is scheduled for August 6, 2026, with a question deadline of August 10, 2026. Interview invitations will be issued on August 21, 2026, with interviews scheduled for September 1–3, 2026, and a notice of selection anticipated for September 7, 2026. Design completion is targeted for November 2026, with preconstruction and GMP development to occur upon CMGC selection and prior to construction authorization.
Candidates must submit comprehensive statements of qualifications addressing firm information, project team qualifications, similar project experience, proposed schedule and approach, and references, with evaluation criteria weighted equally across five categories at 20 percent each: Firm Information, Qualifications of Proposed Team, Similar Project Experience, Schedule/Project Approach, and References. Fee proposals are not required with the initial submission; short-listed candidates will be requested to submit fees and contract comments prior to interviews. The project will utilize a Construction Manager/General Contractor agreement based on AIA, Town of Avon contract provisions, or another form deemed appropriate by the Owner's legal counsel. Funding is anticipated to come from the Town of Avon, and award of a construction contract and authorization to proceed are contingent upon successful development of a Guaranteed Maximum Price (GMP) acceptable to the Owner and within the approved project budget. The selected CMGC must demonstrate experience with aquatic facilities, occupied facility construction, public-sector clients, and CMGC or Construction Manager at Risk delivery methods, with key personnel expected to remain assigned throughout the project duration and subject to Owner approval for any substitutions.

1. PROJECT INTRODUCTION
Project Title: Avon Recreation Center Aquatics Renovation Project - Construction Manager/General
Contractor (CMGC) Services
1.1 Scope
The Construction Manager/General Contractor (CMGC) shall perform the work of this Request for
Qualifications and Proposal (RFQ/P) as described in the following sections. The selected CMGC will provide preconstruction services, construction management, and general contracting services for the renovation and modernization of the Avon Recreation Center aquatics facility. The CMGC shall work collaboratively with the Town of Avon, the Owner’s Representative, the Architect/Engineer team, and other project professionals selected by the Town.
1.2 Location
This project is located at the Town of Avon Recreation Center in Avon, Colorado, at 90 Lake Street, directly across from Nottingham Park.
1.3 Background
The Avon Recreation Center has served the Town of Avon and the greater Eagle Valley community for more than 30 years. The Town of Avon is seeking a CMGC to renovate and modernize the Recreation
Center’s aquatics facility, including replacement of the existing swimming pool, hot tub, water slide, and associated systems. The aquatics facilities continue to rely on original piping, filtration, and support infrastructure installed when the Recreation Center was constructed in 1995.
It is anticipated that the project will require replacement of aquatics mechanical, electrical, plumbing, and water treatment systems to support the new facility and meet current industry standards, operational needs, and regulatory requirements. While the Recreation Center has undergone renovations in 2008, 2018, and
2023, those projects did not include significant upgrades to the aquatics area.
1.4 Overview and Description
The Town’s primary objectives for this project are quality, durability, and long-term operational reliability while maintaining compliance with the approved project budget and schedule. Energy-efficient and sustainable design solutions are encouraged where they provide lifecycle cost savings or can be implemented within the available project budget.
Minimizing impacts to Recreation Center operations, guests, and the community is a critical project objective. The required construction window is from mid-April through mid-October 2027. The Town anticipates that the remainder of the Recreation Center, including the lobby, locker rooms, fitness areas, and other amenities, will remain open and operational throughout construction. Candidates should consider phasing, construction logistics, and occupant safety measures that minimize disruptions to facility operations and public use.
